What is the Steel Import Monitoring System (SIMS)?
The Steel Import Monitoring System (SIMS) is a mandatory registration mechanism introduced by the Government of India for all steel product imports into the country. Under SIMS, importers must register in advance on the SIMS portal before importing specified steel products, providing details of the steel grade, quantity, value, country of origin, and supplier. The system was introduced to monitor steel imports, prevent dumping, and protect domestic steel manufacturers.
SIMS registration is mandatory for all steel products falling under the specified ITC (HS) codes notified by the Steel Ministry. Importing steel without a valid SIMS registration leads to customs hold, delays, and potential penalties. The registration must be obtained before the consignment arrives at the Indian port.
Which Steel Products Require SIMS Registration?
SIMS covers a wide range of steel products including: flat rolled products (hot rolled, cold rolled, coated), long products (bars, rods, angles, sections, wire), stainless steel products, alloy steel, pipes and tubes, and semi-finished steel products. The complete list of HS codes covered under SIMS is notified by the Ministry of Steel and updated periodically. As of the latest notification, over 280 tariff lines are covered.
SIMS Registration Process
Step 1: Create an account on the SIMS portal (sims.gov.in). Step 2: File an application providing importer IEC, supplier details, country of origin, steel grade and specification, HS code, quantity, and estimated CIF value. Step 3: The system generates an automatic registration number within 2-3 working days. Step 4: The SIMS registration number must be declared on the Bill of Entry at the time of customs clearance. Step 5: Each registration is valid for a specific quantity and value and cannot be transferred or modified.
Key Compliance Points
Validity: SIMS registration is valid for 75 days from the date of issue (extended from the original 60 days). Imports must be completed within this window. Quantity tolerance: A tolerance of +/- 10% on the registered quantity is permitted. Multiple consignments: One SIMS registration covers one consignment. Separate registrations are needed for each shipment. Amendment: Limited amendments are permitted for non-critical fields like port of import, but quantity, value, and supplier changes require a fresh registration.
Common SIMS Challenges
HS code classification errors are the biggest risk. Declaring the wrong HS code on SIMS registration versus the actual Bill of Entry leads to customs holds. Steel grade and specification mismatches between the registration and actual goods cause verification delays. Late registration (after the vessel has sailed) creates timing pressure since the 75-day validity starts from registration date, not arrival date.
