What Exactly is RCMC?

RCMC (Registration Cum Membership Certificate) is issued by an Export Promotion Council or Commodity Board certifying you as a registered exporter in a specific product category. India has over 20 EPCs covering sectors from textiles and leather to engineering goods, spices, handicrafts, chemicals, and electronics. Your RCMC is issued by the council that covers your primary export product.

Why Do You Need It?

RCMC is required to claim enhanced RoDTEP rates for many product categories. It is required to apply for SEIS benefits. It is required to participate in government-funded trade delegations and international trade fairs under the Market Access Initiative scheme. It is also required for certain DGFT licences and authorisations. Without RCMC, you are operating as a sub-registered exporter and leaving government incentives unclaimed.

Which EPC Should You Register With?

The right EPC depends on your primary export product. A handicraft exporter from Agra registers with EPCH (Export Promotion Council for Handicrafts). A leather goods exporter from Kanpur registers with CLE (Council for Leather Exports). A spice exporter registers with the Spices Board. A textile exporter registers with AEPC or TEXPROCIL depending on the specific product. If your product spans multiple categories, you may need RCMC from more than one council, though in practice most exporters register with one primary council to begin with.

What Documents Do You Need?

The standard documents required are: IEC certificate, GST registration certificate, PAN card, cancelled cheque, bank certificate confirming your account, and company registration documents such as partnership deed, certificate of incorporation, or proprietorship declaration as applicable. Most councils also require a brief export product description.

How Long Does It Take?

Most EPCs issue RCMC within 3 to 4 weeks of complete application submission. Some councils like EPCH and CLE are faster if your documents are clean from the start. The certificate is typically valid for 5 years and requires renewal thereafter.

The Cost of Waiting

If you have already shipped 3, 6, or 12 months of exports without RCMC, you have likely received lower incentive rates than you were entitled to. In some cases, incentive claims for past periods can be filed retrospectively with RCMC, but the window and eligibility vary by scheme. The earlier you get your RCMC, the more you recover in total.
