Restricted Item Import Licence

DGFT licensing for goods in the Restricted category. Scope, price and timeline confirmed after consultation.

Category:

Some goods cannot be imported into India freely. They sit in the Restricted category under the ITC HS schedule and require a specific licence from the DGFT before the consignment moves. Ordering first and applying afterwards is how importers end up paying demurrage on cargo they cannot clear.

What we do

  • Confirm the import policy status of your product against its ITC HS code: Free, Restricted, Prohibited or State Trading Enterprise
  • Identify the licence required and the conditions attached to it
  • Assemble the justification and supporting documentation the application requires
  • File the application with the DGFT and respond to queries through to grant
  • Advise on licence conditions, validity and utilisation

Timeline and pricing

Confirmed after consultation. Restricted item licensing varies substantially by product, end use and the conditions the DGFT attaches. Quoting a single figure or timeline before understanding your product would be guesswork. We assess your case on the call and give you a firm scope, price and timeline before any work begins.

Worth knowing

Policy status is assessed against the eight digit code, not the product description. Two similar items can sit in different categories. Verify before you order, not after the container is on water.

How it starts

We call you within one working day to review your product, intended end use and timeline.

Common questions

Why is there no price listed?

Because restricted item licensing varies too much to quote honestly upfront. The item, the end use, the quantity and your compliance history all change the scope. We quote after a consultation rather than publish a number we would have to revise.

How do I know if my item is restricted?

It is determined by the ITC HS code in the import policy schedule. Items are free, restricted, prohibited or subject to state trading. Restricted means importable only against a licence. We verify your classification first, and if your item turns out not to be restricted we tell you.

How long does a restricted item licence take?

Longer than a registration and it varies by item and by the authority involved. Anyone promising a fixed turnaround for restricted item licensing before seeing the item is guessing.

What if my application is rejected?

Rejections usually trace to end use justification or incomplete technical documentation rather than to the item itself. We build the justification properly at the outset, which is most of the work.

Can I import while the application is pending?

No. Importing a restricted item without a valid licence exposes you to seizure and penalty under the Foreign Trade Act and the Customs Act. Plan your procurement around the licence, not the other way round.

What does the consultation cover?

Classification confirmation, whether a licence is genuinely required, the likely documentation burden and a realistic timeline. You get a scoped quote at the end of it.
