Two points trip up Agra exporters most often. First, carpets and footwear are not covered by RoSCTL. RoSCTL applies only to garments and made-ups in Chapters 61, 62 and 63, so Agra’s carpets and shoes claim RoDTEP instead. Second, RoDTEP rates are fixed at the 8-digit HS line. No. RoSCTL covers only garments and made-ups in Chapters 61, 62 and 63. Carpets in Chapter 57 and footwear in Chapter 64 claim RoDTEP at the rate for their 8-digit line.
