The short answer
Credit Assistance for E-Commerce Exporters is bank working capital for Micro, Small and Medium Enterprise (MSME) exporters who sell abroad online, launched by Directorate General of Foreign Trade (DGFT) Trade Notice 31/2025-26 dated 6 March 2026. The Direct facility goes up to Rs 50 lakh and the Overseas Inventory facility up to Rs 5 crore, with a 2.75 percent upfront interest subvention capped at Rs 15 lakh a year. It is a loan, and the bank decides.
The rule that decides everything: file the declaration of intent on the DGFT portal and get your Unique Identification Number (UIN) before you ask the bank for credit. Annexure-IV para (a) of Trade Notice 31/2025-26 places the intent “prior to applying for the export credit facility”.
Verified as on 27 October 2026 against DGFT Trade Notice 31/2025-26 dated 6 March 2026 with Annexures I to V and Annexure-X, DGFT Trade Notice 29/2026-27 dated 1 October 2026, the Export-Import Bank of India (Exim Bank) Guidelines for Member Lending Institutions issued under Trade Notice 31/2025-26, the Exim Bank Trade Assistance Programme (TAP) portal page with its frequently asked questions (FAQs) and the National Credit Guarantee Trustee Company (NCGTC) announcement of 22 April 2026. Why this page exists
Sellers often hear the Rs 5 crore figure first. On 27 October 2026 the Exim Bank TAP portal shows only one of three routes as Live: the Direct facility for exporters who ship by post or courier. The route for stock in E-Commerce Export Hubs (ECEHs) and the Overseas Inventory facility are marked Upcoming, and para 7(a) of the Exim Bank Guidelines for Member Lending Institutions says their sanction rules “shall be separately notified”.
This page covers what a seller can use today, what the bank checks and where files stall. Rasp International is an ISO 9001:2015 certified export and import (EXIM) and DGFT advisory firm, founded in 2019, that has served 500 plus exporters.
What Credit Assistance for E-Commerce Exporters is
Credit Assistance for E-Commerce Exporters is a working capital scheme that gives banks cover on cash credit and overdraft lines, and gives the borrower an interest subvention, for MSMEs that sell goods abroad through e-commerce, run by DGFT with Exim Bank and NCGTC under the Niryat Protsahan sub-scheme of the EPM. Cash credit and overdraft are borrowing limits on a bank account: you draw for stock and pay down as buyers pay. An interest subvention is part of your interest that the government bears.
Niryat Protsahan is the trade finance arm of the EPM and Niryat Disha its non-financial arm, according to the TAP portal FAQs, which also say the EPM runs till financial year 2030-31. Our guide to every EPM scheme and trade notice lists the other interventions.
Three portals are involved. You file the intent on the DGFT portal. Your bank applies to Exim Bank on the TAP portal, one application per borrower, TAP portal FAQ 21. NCGTC then issues the cover from the E-Commerce Credit Trust, a Government of India fund it manages, Annexure-III para 3(a).
What you get
Figures are from Trade Notice 31/2025-26 or the Exim Bank Guidelines for Member Lending Institutions unless a row says otherwise.
| Point | Direct E-Commerce Credit Facility | Overseas Inventory E-Commerce Credit Facility |
|---|
| For whom | Exporters shipping by post or courier, or holding stock in an ECEH, Annexure-II para 2.1(a) | Exporters holding stock in overseas warehouses for e-commerce sales, para 2.2(a) |
| TAP portal status, 27 October 2026 | Postal or courier route Live; ECEH route Upcoming | Upcoming |
| Ceiling | Rs 50 lakh, Annexure-II para 5(a) | Rs 5 crore, Annexure-II para 5(a) |
| How the limit is set | Post or courier: 20 percent of average e-commerce export sales in the past two years, para 2(d). ECEH: an Exim Bank risk model, para 2(c). The bank takes the lower of this and its own assessment, para 2(b) | Up to 50 percent of the cost of inventory, para 2(e) |
| Cover to the bank | Up to 90 percent, at most Rs 45 lakh, TAP portal FAQ 38 | Up to 75 percent, Annexure-II para 5(a) |
| Yearly cover fee the bank pays | 0.5 percent of the covered amount, para 9(a) | 1.0 percent, para 9(a) |
| Lenders | Scheduled commercial banks only, Annexure-II para 2.1(e) | Scheduled commercial banks or All India Financial Institutions, para 2.2(e) |
| Security | Primary security only: a warehouse receipt, a charge on stock or a charge over receivables, para 2(f) | Not stated |
| Period and account | Up to 365 days, as a separate loan account or sub-limit, para 1(c) | Up to 365 days |
Both products carry the same subvention: 2.75 percent, given upfront with the sanction on the interest cost, up to Rs 15 lakh per MSME a year, Annexure-II paras 3(c), 3(d), 5(b) and 5(c). Not covered: deemed exports and exports to Special Economic Zones (SEZs), para 4(e); credit sanctioned before 6 March 2026, para 4(j); goods on the Annexure-V exclusion list, such as goods prohibited under Schedule-II of the Indian Trade Classification based on Harmonized System, ITC(HS) 2022.
Illustrative example. A seller exports Rs 40 lakh by courier in year one and Rs 60 lakh in year two, an average of Rs 50 lakh. Para 2(d) gives a limit of Rs 10 lakh, which the bank may cut after its own assessment. The cover on Rs 10 lakh is up to Rs 9 lakh, and the 0.5 percent fee on it is Rs 4,500 a year. To renew, para 7(h) needs at least Rs 25 lakh of postal or courier exports in the year, half the average and not below the limit. Para 7(d) words the limit on two years of sales; our post on who qualifies for the e-commerce exporter loan compares both readings.
Who can apply and who cannot
Who can apply
An MSME with IEC and Udyam
An active IEC not on the Denied Entity List (DEL, DGFT’s list of barred firms) and a valid Udyam linked to it, Annexure-II para 1(a) and Annexure-IV para (c)(ii).
Six months of postal or courier exports
A “proven track record of at least six months”, Annexure-II para 1(c)(i). This is the route shown as Live.
Stock in an ECEH or abroad
Current stock in an ECEH or an overseas warehouse, para 1(c)(ii) and (iii). Both routes are Upcoming.
A domestic online seller of one year
A new MSME with one year of regular domestic e-commerce, para 1(b). The notice does not say if a route above is still needed.
A unit that outgrew MSME
Eligible for three years from reclassification, under Ministry of MSME Notification S.O. 4926(E) dated 18 October 2022, para 4(h).
Who cannot apply
- A firm whose IEC is suspended, cancelled or on the DEL, Annexure-IV para (c)(i).
- A borrower with an account tagged Special Mention Account 2 (SMA-2, a bank’s warning tag on an overdue loan) or Non-Performing Asset (NPA, a bad loan) at any time in the two years before applying, Annexure-II para 2.1(c). The Exim Bank presentation of July 2026 reads this as a standard account “with all existing lenders”.
- A borrower whose company, directors, partners, proprietors or promoters are on the bank’s defaulter or negative list, para 2.1(d).
- A firm under investigation or with penalties outstanding under the Foreign Trade (Development and Regulation) Act 1992, the Customs Act 1962 or other listed laws, Annexure-IV declaration item 1.
- A borrower whose lender is a cooperative bank, a state financial corporation or a non-banking financial company (NBFC): TAP portal FAQ 44 rules these out for the Direct facility, and Annexure-II para 2.2(e) allows only scheduled commercial banks and All India Financial Institutions for Overseas Inventory.
Documents that get it through
The postal or courier route is the one Exim Bank shows as live on its TAP portal, as checked on 27 October 2026.| Document | What the bank or Exim Bank checks | The mismatch that brings a query or rejection |
|---|
| IEC | Active and not on the DEL, Annexure-IV para (c)(i). Part A of the intent form fills from the IEC and cannot be edited | An old name or address in the IEC profile carries into the intent. Fix the IEC first |
| Udyam registration | Valid and linked to the IEC, Annexure-IV para (c)(ii) | The Udyam belongs to a different entity from the one whose IEC ships the goods |
| Chartered accountant (CA) certificate on revenue and export turnover | Three financial years, Annexure-IV para (c)(iii) | Export values typed into the intent form differ from the certificate |
| Independent CA certificate on postal or courier exports | The borrower’s postal or courier exports in the previous two years, in the format Exim Bank publishes on the TAP portal, Exim Bank Guidelines para 7(d) | The figure mixes regular cargo with postal and courier exports, so the 20 percent limit cannot be set |
| Shipment records | Exim Bank checks limits against the bank’s documents and independent data sources, para 2(g) | Parcels shipped in an aggregator’s IEC may not count, because the CA must confirm exports made by the borrower, para 7(d) |
| Intent declaration | No support for the same activity under another central or state scheme, Annexure-IV declaration item 6 | The same line already carries the EPM interest subvention or Collateral Support cover |
| Bank details in the intent | One bank from the eligible list, with account number and Indian Financial System Code (IFSC), Annexure-IV form items 15 to 17 | The UIN names one bank and the seller applies at another; only one institution may lend, TAP portal FAQ 13 |
The CA certificate under Exim Bank Guidelines para 7(d) confirms exports made by the borrower, so keep proof that parcels left India in your own IEC. How to apply, stage by stage
1
Before you apply: check your route and record
Only the postal or courier route is Live on the TAP portal. Count at least six months of postal or courier exports in your own IEC, Annexure-II para 1(c)(i).
2
Before you apply: fix IEC and Udyam, get both CA certificates
Link Udyam to the IEC and correct the IEC profile. Get the three year turnover certificate for the intent and the two year postal or courier certificate for the bank.
3
Before you apply: choose a registered bank
The bank must register with NCGTC as a Member Lending Institution (MLI) for this scheme, even if it works with NCGTC on others, TAP portal FAQ 31. NCGTC lists registered banks on its website, FAQ 10.
4
Filing: submit the declaration of intent
On the DGFT portal, give firm details, products with Harmonized System (HS) codes, markets, three years of export values, the facility, loan amount, estimated rate, tenure and bank, Annexure-IV para (b) and the Intent to Claim Form. A UIN is generated.
5
Filing: take the UIN to that bank
The bank appraises under its own due diligence, Annexure-II para 3(b). If it sanctions, the subvention comes upfront with the sanction, para 3(d).
6
After filing: the bank secures the cover
Exim Bank gives in-principle approval within three business days and NCGTC confirms within one, Annexure-II para 6(d). The bank pays the fee within 15 days of the proforma invoice, Exim Bank Guidelines para 9(b), and cover starts when the fee is received, TAP portal FAQ 19.
7
After filing: plan the renewal
The line runs up to 365 days. At renewal Exim Bank checks the export obligation in para 7(h), so keep every postal and courier record.
The lapse rule. An intent is valid only to the end of the financial year in which it is filed, Annexure-IV para (d), so a sanction that slips past 31 March needs a new UIN. If the bank has not paid the cover fee within 30 days of the proforma invoice, late charges applying after day 15, the cover lapses and revival counts as a fresh sanction, Exim Bank Guidelines paras 9(b) and 9(c). Credit sanctioned before 6 March 2026 can never be brought in, Annexure-II para 4(j). The notice offers no shortcut route.
Six months of courier or postal exports and no UIN yet
We check your export record against Trade Notice 31/2025-26, line up your IEC and Udyam details and file the DGFT intent in your unit’s own name.
Where applications go wrong
These are patterns the rules produce, not named client cases.
| Failure | What you see | What actually broke |
|---|
| Overdraft taken first, intent filed later | The line may not get the subvention or the cover | Annexure-IV para (a) puts the intent before the credit application |
| Branch not registered for this scheme | The bank cannot seek cover for your line under this scheme | A bank registered with NCGTC for another scheme must register again for this one, TAP portal FAQ 31 |
| Applied at a cooperative bank or NBFC | Request declined | Direct facility only through scheduled commercial banks, Annexure-II para 2.1(e) |
| Limit far below Rs 50 lakh | A small limit in the sanction letter | 20 percent of past postal or courier sales, or the bank’s lower figure, Exim Bank Guidelines paras 2(b) and 2(d) |
| An old overdue tag | Rejection after the credit check | No SMA-2 or NPA in the two years before applying, Annexure-II para 2.1(c) |
| Loan asked for on stock held abroad | No product offered | Overseas Inventory rules still to be notified, Exim Bank Guidelines para 7(a) |
| Line already covered under Collateral Support | Cover refused | A facility that already has credit cover under another scheme is not eligible, Exim Bank Guidelines para 5(b) |
| Renewal refused after 365 days | Line not renewed under the scheme | Exports fell below the export obligation in para 7(h) |
How it fits with other schemes
The no double benefit rule sits in two places: item 6 of the intent declaration confirms the support is not availed “under any other scheme of the Government of India or State Government for the same activity”, and para 5(b) of the Exim Bank Guidelines bars a facility that already has credit cover under another scheme.
| Scheme | What it pays for | With this e-commerce credit |
|---|
| EPM interest subvention on export credit | 2.75 percent a year on rupee pre-shipment and post-shipment credit, up to Rs 50 lakh per IEC a year, Trade Notice 20/2025-26 dated 2 January 2026 | Not on the same line, declaration item 6. Separate lines and separate caps are not addressed |
| Collateral Support for Export Credit | Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) cover of up to 85 percent for micro and small and 65 percent for medium exporters, Trade Notice 21/2025-26 dated 2 January 2026 | Not on the same line, Exim Bank Guidelines para 5(b) |
| Credit Guarantee Scheme for Exporters (CGSE) | A separate NCGTC scheme, launched on 19 November 2025 according to the NCGTC website | One line, one cover, para 5(b) |
| Export Credit Guarantee Corporation of India (ECGC) cover | Export credit insurance | Not eligible to the extent an insurer already covers the risk, para 5(a) and TAP portal FAQ 32 |
| Export factoring support | 2.75 percent on factoring interest, up to Rs 50 lakh per MSME a year, Trade Notice 25/2025-26 dated 20 February 2026 | Trade Notice 32/2026-27 dated 26 October 2026 lets factoring run alongside the EPM interest subvention with separate ceilings; it is silent on this credit |
| Uttar Pradesh marketplace onboarding support | 75 percent of first year onboarding fees on one international platform, up to Rs 3,00,000 per unit a year, Government Order 874/18-4-2025 dated 3 December 2025 | Pays a joining fee, not interest; “the same activity” is not defined |
Sellers still setting up IEC, Goods and Services Tax (GST) and courier accounts can start with ecommerce export setup for Indian sellers.
What Credit Assistance for E-Commerce Exporters will not do
1
It will not make a bank lend or fix your rate
The bank decides under its own due diligence, Annexure-II para 3(b), and TAP portal FAQ 24 sets no interest ceiling beyond Reserve Bank of India rules.
2
It will not fund stock held abroad today
The Rs 5 crore facility and the ECEH route are Upcoming, with rules left to a later Exim Bank notice, para 7(a).
3
It will not cut costs beyond interest
The subvention covers interest only, Annexure-II para 3(c). The bank may pass the cover fee on, TAP portal FAQ 18, and keeps full recourse to you for the debt, Exim Bank Guidelines para 8(e).
How Rasp International handles this credit
When a client engages us, we prepare and file the DGFT declaration of intent end to end, always in the client unit’s own name. Clients who prefer to file themselves can do so with our guidance. We sign a non-disclosure agreement (NDA) and a service level agreement (SLA) with every client. The client and we both hold the portal logins, kept safe and confidential, and documents are kept in encrypted storage. We give an authority letter only when a client asks for one. We hold no customs broker (CHA) licence; licensed CHA partners across India handle customs clearance. The credit decision stays with your bank, Exim Bank and NCGTC. Read how we work with exporters.
What Is Not Yet Notified, Checked on 27 October 2026
- Sanction rules for the ECEH route and the Overseas Inventory facility, left to Exim Bank by para 7(a). Check with Exim Bank or your lending bank.
- Whether a new MSME with one year of domestic e-commerce also needs one of the three routes in Annexure-II para 1(c). Check with the lending bank.
- Whether the Rs 15 lakh cap is separate from the Rs 50 lakh cap of the EPM interest subvention, and whether both can run on different lines. Check with the EPM Section of DGFT.
- Whether the 20 percent limit uses the two-year average, para 2(d), or two years of sales, para 7(d). Check with the lending bank.
- The renewal export obligation for ECEH and overseas inventory borrowers, which para 7(h) does not define. Check with Exim Bank.
- The DGFT portal screen for this intent, which the EPM exporter user manual of January 2026 does not show, although TAP portal FAQ 9 points to that manual for generating the UIN. Check with the EPM Section of DGFT.
- Any revision of the 2.75 percent rate or cover levels under Annexure-II para 4(c); none was on the DGFT trade notice list on 27 October 2026. Check with the lending bank which rate applies on your sanction date.

Frequently asked questions
What is credit assistance for e-commerce exporters?
It is a working capital scheme under the Export Promotion Mission, launched by DGFT Trade Notice 31/2025-26 dated 6 March 2026. Banks lend cash credit or overdraft to MSMEs that export through e-commerce, the NCGTC managed Trust covers part of the bank’s risk and the borrower gets a 2.75 percent upfront interest subvention.
Which e-commerce export credit facility can I apply for today?
As on 27 October 2026, the Exim Bank TAP portal lists only the Direct E-Commerce Credit Facility for postal or courier exporters as Live. The ECEH route and the Overseas Inventory facility are marked Upcoming, and Exim Bank Guidelines para 7(a) says their sanction rules will be notified separately.
How much can an e-commerce exporter borrow under this scheme?
For postal or courier exporters, para 2(d) of the Exim Bank Guidelines sets the limit at 20 percent of average e-commerce export sales over the past two years, and para 7(d) caps it at Rs 50 lakh. The bank then sanctions the lower of that figure and its own credit assessment.
How does the 2.75 percent interest subvention reach me?
The bank gives it upfront on the interest cost when it sanctions the facility, under Annexure-II paras 3(c), 3(d) and 5(b) of Trade Notice 31/2025-26. The notice sets out no separate claim by you after the DGFT intent. Check that your sanction letter shows the net rate you will pay after the subvention.
Is the Rs 15 lakh subvention cap per loan or per year?
It is per year. Annexure-II para 5(c) of Trade Notice 31/2025-26 caps the subvention at Rs 15 lakh per beneficiary MSME in a financial year. Para 4(g) makes the borrower responsible for staying within the ceiling, and any excess is liable to recovery, so keep your own running total.
Can a cooperative bank or NBFC give this e-commerce export credit?
No. TAP portal FAQ 44 rules out cooperative banks, urban cooperative banks, state financial corporations and NBFCs for the Direct facility, and Annexure-II para 2.2(e) allows only scheduled commercial banks and All India Financial Institutions for Overseas Inventory. Private, foreign and regional rural banks qualify under FAQs 42 and 43 once registered with NCGTC.
Can I split the e-commerce credit between two banks?
No. Exim Bank’s TAP portal FAQ 13 says only one institution can extend the facility, and FAQ 14 rules out co-financing. The intent form under Trade Notice 31/2025-26 also asks you to name one bank from the eligible list, so choose the bank before you file on the DGFT portal.
Who pays the yearly cover fee on this credit?
The bank pays the Trust 0.5 percent a year on the covered amount for the Direct facility and 1.0 percent for Overseas Inventory, Exim Bank Guidelines para 9(a). TAP portal FAQ 18 leaves it to the bank whether to pass that fee on to you, so ask before you sign.
Can I apply to Exim Bank or NCGTC directly for this credit?
No. The cover goes to the bank, not to the exporter. TAP portal FAQ 10 says borrowers approach banks already registered with the Trust as Member Lending Institutions, and NCGTC lists those banks on its website. Your own steps are the DGFT intent and the application at that bank.
Do I file anything after the bank sanctions the credit?
Trade Notice 31/2025-26 sets out no claim from you. The bank seeks cover from Exim Bank on the TAP portal, Exim Bank gives in-principle approval within three business days and NCGTC confirms within one, Annexure-II para 6(d). Your job after sanction is to keep the postal and courier records that renewal depends on.
Can one credit line carry this subvention and the EPM interest subvention?
No. Item 6 of the intent declaration in Trade Notice 31/2025-26 confirms the support has not been availed under any other central or state scheme for the same activity. The notice does not say whether two separate lines can carry the two schemes, so check with the EPM Section of DGFT.
What export level do I need to renew the credit after 365 days?
For postal or courier borrowers, Exim Bank checks at renewal that exports in the year were at least 50 percent of the average of the previous two years and never below the credit limit, Exim Bank Guidelines para 7(h). No renewal test is printed for ECEH or overseas stock.
