GO 838 repays 75 percent of net postage on export parcels booked through a Dak Ghar Niryat KendraVerified as on 5 October 2026 against Government Order No. 838/18-4-2025 dated 10 November 2025 and its three annexures. Written by Pratham Agarwal, Founder, Rasp International.
UP Dak Ghar Niryat Kendra postage support: the short answer
Under Government Order No. 838/18-4-2025 dated 10 November 2025, the Dak Ghar Niryat Kendra Assistance Scheme, a Micro, Small or Medium Enterprise (MSME) exporter of Uttar Pradesh can get back 75 percent of the postage it pays on export consignments sent through a Dak Ghar Niryat Kendra (DNK), the export booking centres run by India Post. The cap is Rs 1,00,000 per exporter per year, across any number of shipments. The amount is worked out on net postage, without central and state GST. You claim quarter by quarter, online on the Export Promotion Bureau portal, within 45 days of the end of the quarter. Payment is subject to approval and budget.
The rule that decides everything: your Export Promotion Bureau and UP Export Promotion Council registrations must already exist when the parcels are booked, and each quarter’s claim needs a DNK verification signed by the postmaster and countersigned by a gazetted postal officer before the 45 days run out.

What GO 838 is for
The order states its purpose in its first paragraph. It wants to make last mile connectivity easier for exporters of the state, cut the costs that come with exporting, give support at the local level, encourage inclusive trade growth and help local products and artisans reach global markets. It does this by paying back most of the postage that exporters spend when they send consignments through Dak Ghar Niryat Kendras.
That fits how many Uttar Pradesh units sell today. A brassware maker in Moradabad, a chikankari unit in Lucknow, a leather goods workshop in Agra or a carpet weaver in Bhadohi often sends single orders of a few kilograms to overseas buyers, sometimes through an online marketplace and sometimes to a buyer found at a fair. Sending such parcels as container or air cargo makes no sense. The postal route lets a small unit file its export declaration online, hand in the parcel near home and leave customs clearance to the postal system.
GO 838 is one of seven orders under the UP Export Promotion Policy 2025-30. The others cover fairs and samples, freight to the gateway port, air freight, export credit insurance premium, export growth and e-commerce onboarding. Our guide to all UP export subsidy schemes sets the seven side by side.
What a Dak Ghar Niryat Kendra is
A Dak Ghar Niryat Kendra is an export booking facility that India Post runs at selected post offices. The exporter registers on India Post’s DNK portal, enters the product, HS code, value and buyer details, and generates the postal export declaration, the Postal Bill of Export. The parcel is then handed in at the DNK. Customs clearance is done electronically and the parcel moves to a Foreign Post Office for dispatch abroad.
For the exporter, three things matter for GO 838:
- The shipment must go through a DNK. The postmaster can only verify what is in the DNK’s own records.
- Every claimable parcel should have a Postal Bill of Export and an India Post receipt. Annexure III asks the postmaster to confirm that the shipment details, invoices and Postal Bills of Export match the DNK’s official records.
- The postage should be booked against your contractual customer account, because the application form and the postmaster’s certificate both quote that customer number.
India Post lists the DNKs and the portal on its own website. Ask your nearest head post office whether it runs a DNK and which one will verify your claims, because the verification has to come from the DNK that booked the parcels.
Who can claim GO 838 postage support
Paragraph 2 of GO 838 sets the conditions. An exporting unit qualifies when all of these are true:
- It is an MSME of Uttar Pradesh. The order uses the definition in the Micro, Small and Medium Enterprises Development Act, 2006, as amended from time to time. The affidavit refers to the notification dated 21 March 2025 that revised the MSME limits. Keep your Udyam registration current.
- It is registered with both state bodies at the time of the work. The unit must be registered with the Export Promotion Bureau UP and the UP Export Promotion Council when the work is done. For postage, the safe reading is the date each parcel is booked.
- It sends consignments through a Dak Ghar Niryat Kendra. Courier, air cargo and sea shipments are outside this order.
- It has not taken a similar benefit. Paragraph 7 allows the assistance only if the unit has not taken a full or partial benefit of a similar nature, for the same purpose, under any central or state scheme.
Both manufacturers and merchant exporters can apply. Item 5 of the application form asks you to tick Manufacturer, Merchant or Both, and the affidavit asks for the merchant or manufacturing category.
Item 4 of the form asks whether you hold a Certificate of Origin from Uttar Pradesh, with a Yes box (attach a copy) and a No box. Because the form offers a No box, the order does not appear to make it a condition. We have listed this under Not yet confirmed.
Units that should not expect a payment
- Units that are not MSMEs under the MSME Act.
- Units that registered with the Export Promotion Bureau or UPEPC only after the parcels were booked.
- Parcels sent through a courier company, a freight forwarder or an ordinary post office counter outside the DNK system.
- Postage for which another central or state scheme has already paid, in full or in part.
- Any quarter whose claim is filed after the 45 day window.
Export Promotion Bureau and UPEPC registration comes first
This is the condition that catches most units. Paragraph 2 says the assistance goes to MSME exporter units that are registered with the Export Promotion Bureau UP and the UP Export Promotion Council at the time of the work. The application form has a registration block with three lines: Export Promotion Bureau UP, UP Export Promotion Council and Udyam. The affidavit also asks for the Export Promotion Bureau registration number and date.
The order does not define “the time of the work” for postage. The reading that protects you is the booking date of each parcel. If a unit ships from April and registers in July, expect the April to June parcels to be refused. Register with both bodies first, then start booking the parcels you plan to claim. Our guide to Export Promotion Bureau and UPEPC registration explains how both registrations work.
How much you get: 75 percent of net postage, up to Rs 1 lakh
Paragraph 2 sets three rules for the amount:
- 75 percent of the postage on consignments sent through a DNK, with a maximum of Rs 1,00,000 per exporter per year.
- The Rs 1 lakh limit covers multiple shipments sent through the DNK. It is one limit for the year, not a limit per parcel.
- The calculation is made on the net postage amount, which does not include central GST and state GST.
So the working is simple. Take the postage on your India Post receipts for the quarter, take out the CGST and SGST, and apply 75 percent. Then check how much of the Rs 1 lakh you have already received in the year. The shipment table in Annexure I has a separate line for previous assistance received in the financial year you are applying for, which points to the cap running on the financial year.
The GST you pay on postage is not lost. A registered exporter normally takes input tax credit on it, or claims it within a GST refund. That is one reason the order pays only on the net amount.
Worked examples in rupees
The figures below are round numbers chosen to show the working. They are not India Post tariffs. Your own receipts decide the real amount.
One quarter, below the cap
| Line | Amount |
|---|
| Total paid to India Post for DNK parcels in the quarter, including GST | Rs 59,000 |
| Less CGST and SGST shown on the receipts (18 percent on Rs 50,000) | Rs 9,000 |
| Net postage for the quarter | Rs 50,000 |
| 75 percent of net postage | Rs 37,500 |
| Previous assistance received in the year | Nil |
| Amount to claim for the quarter | Rs 37,500 |
A full year that reaches the cap
An illustrative Moradabad brassware unit books parcels through its DNK in every quarter of the financial year:
| Quarter | Net postage | 75 percent | Room left under Rs 1 lakh | Amount to claim | Total for the year |
|---|
| April to June | Rs 44,000 | Rs 33,000 | Rs 1,00,000 | Rs 33,000 | Rs 33,000 |
| July to September | Rs 52,000 | Rs 39,000 | Rs 67,000 | Rs 39,000 | Rs 72,000 |
| October to December | Rs 48,000 | Rs 36,000 | Rs 28,000 | Rs 28,000 | Rs 1,00,000 |
| January to March | Rs 50,000 | Rs 37,500 | Nil | Nil | Rs 1,00,000 |
This unit spends about Rs 1.94 lakh in net postage over the year and gets Rs 1 lakh back. Once a unit spends about Rs 1,33,334 in net postage in a year, the cap is reached, because 75 percent of that is Rs 1 lakh. An active seller reaches that point quickly, so treat GO 838 as a strong saving on the first part of the year’s postage, not on all of it.
Two things in the table matter in practice. First, the October to December claim should show the Rs 72,000 already received in item 8 of the shipment table, so the Bureau can see why only Rs 28,000 is claimed. Second, the unit still keeps its January to March records. They support its customs and bank reconciliation even though there is nothing to claim.
The 45 day claim window
Paragraph 3(1) says claims are filed quarterly, adding up the total postage on shipments sent through the DNK during the quarter. Paragraph 3(2) says the unit must file the online claim on the Export Promotion Bureau portal within 45 days of the end of the quarter, and claims received after that period will not be considered.
| Quarter | Parcels booked | Quarter ends | Last day to file (day 45) |
|---|
| April to June | 1 April to 30 June | 30 June | 14 August |
| July to September | 1 July to 30 September | 30 September | 14 November |
| October to December | 1 October to 31 December | 31 December | 14 February |
| January to March | 1 January to 31 March | 31 March | 15 May |
This table assumes financial year quarters and counts the day after the quarter end as day 1. The order does not define the quarter or the counting method, so treat day 45 as the outer limit and file earlier. For the quarter running now, July to September 2026, the last day on this reading is 14 November 2026.
Each parcel belongs to the quarter in which it was booked. A parcel booked on 28 June goes in the April to June claim. It cannot be held back and added to the July to September claim.
45 days is short once you allow for the postmaster’s verification and the countersignature. Ask the DNK for the Annexure III verification in the first week after the quarter ends, not in the last week of the window.
How a GO 838 claim moves after you file
Paragraph 3 of the order sets the steps and the time limits:
- Online filing. You file one claim for the quarter within 45 days of its end and upload copies of all the required records with it.
- 15 days to correct yourself. For 15 days from the application date you can correct mistakes in the form yourself.
- Bureau portal. After those 15 days the claim appears on the portal of the Export Promotion Bureau, Lucknow.
- Bureau check, 30 days. Within a maximum of 30 days of it appearing, the Bureau examines the claim. Complete claims go on the committee agenda. Incomplete claims are reverted to you with the gaps recorded online.
- 15 days to fix gaps. You must remove the gaps and upload the relevant records within a maximum of 15 days. If you do not, the claim is treated as cancelled automatically.
- Re-examination, 30 days. Once you upload the records, the Bureau examines the claim again within a maximum of 30 days and puts it on the agenda with a clear recommendation.
- Committee and payment. The Authorised Committee decides the claims first come, first served. Payment goes by Direct Benefit Transfer within the year’s budget.
Of these, step 5 is the one to watch. A reverted claim with a 15 day clock is easy to miss if nobody checks the portal and the email address on the claim. Name one person to check it twice a week while any claim is open.
Who decides your claim: the Authorised Committee
Paragraph 5 gives the Authorised Committee the power to decide the online filing process, the records units must provide and any changes to them, and to approve claims. Its members are:
| Role | Member |
|---|
| Chair | Export Commissioner, Export Promotion Bureau, Uttar Pradesh |
| Member | Finance Controller, Directorate of Industries and Enterprise Promotion, Uttar Pradesh |
| Member | Representative of the Postmaster General, Uttar Pradesh |
| Member Secretary | Additional or Joint Export Commissioner, Export Promotion Bureau, Uttar Pradesh |
Because India Post sits on the committee, postal records in your claim can be checked directly. Make sure the figures in Annexure I match your India Post receipts to the rupee. Under paragraph 10, the committee also has the power to interpret the order and clarify its provisions.
Documents GO 838 asks for
The order prescribes three annexures. Paragraph 3(3) adds that copies of all required records must be uploaded with the claim.
Annexure I: the application form
The first part of the form has 11 items:
- Name of the exporting unit
- Registered office address
- Importer Exporter Code (IEC)
- Certificate of Origin from Uttar Pradesh, Yes (attach copy) or No
- Type of exporter: Manufacturer, Merchant or Both
- Registration numbers: Export Promotion Bureau UP, UP Export Promotion Council and Udyam
- Contractual customer registration number with India Post
- Quarter for which the claim is made
- Name of the authorised signatory
- Designation
- Contact details, phone and email
The second part is the DNK shipment details table, with 8 lines for the quarter:
| Line | What it asks | Where the figure comes from |
|---|
| 1 | Name of products exported | Your export invoices and Postal Bills of Export |
| 2 | Number of shipments in the quarter | Count of DNK bookings in the quarter |
| 3 | Total quantity of shipments in the quarter | Your invoices and packing details |
| 4 | Total value of shipments in the quarter | Your export invoices and Postal Bills of Export |
| 5 | Total postage charge incurred in the quarter | India Post receipts for the quarter |
| 6 | Actual postage charge paid in the quarter for which reimbursement is claimed | India Post receipts, net of CGST and SGST as paragraph 2 requires |
| 7 | Claim admissible (75 percent of postage, maximum Rs 1 lakh a year) | 75 percent of line 6, limited by the cap |
| 8 | Previous assistance received in the financial year applied for | Your earlier GO 838 payments in the same year |
The form does not say whether line 5 should include GST. Our suggestion is to show the full postage paid in line 5 and the net postage in line 6, so that the GST is visible and the 75 percent is plainly worked out on the net figure.
Annexure II: the affidavit on Rs 10 stamp paper
The affidavit is given by the proprietor, partner or director, with the Udyam registration number, IEC, Export Promotion Bureau registration number and date. It states five things:
- How many times the unit has filed a claim under the scheme in the financial year, and the financial year and quarter for which this claim is made.
- That the unit falls in a stated MSME category under the MSME Act 2006 and the notification dated 21 March 2025.
- That the unit is in the merchant or manufacturing category, as stated.
- That the firm has not received a financial grant or benefit from any scheme of the state or the Government of India against this claim.
- That all information given is true, nothing has been hidden, and strict action can be taken if false facts are found later.
The order prescribes Rs 10 stamp paper. It does not say whether the affidavit must be notarised. Many units have it notarised anyway, which costs little and removes one possible query.
Annexure III: verification by the Dak Ghar Niryat Kendra
This is the document that carries the claim, because it is India Post’s own confirmation of your postage. The first table records the name of the DNK, the district, the name and designation of the postmaster, contact number, email ID and the date of verification.
The certificate then confirms four points:
- That the exporter, named with its contractual customer ID, exported through the DNK during the quarter.
- That the shipment details, the related invoices and the Postal Bills of Export have been verified from the official records of the DNK.
- That the total postage shown, excluding taxes, is correct and matches the actual shipments made through the DNK.
- That the certificate is issued only so the exporter can claim reimbursement of postage under the DNK assistance scheme of the UP Export Promotion Policy 2025-30.
It needs two signatures, each with name, signature, date and official seal:
| Role in Annexure III | Who signs |
|---|
| Verified by | The postmaster of the DNK |
| Countersigned by | A gazetted postmaster, an Inspector of Posts (IP) or an Assistant Superintendent of Posts (ASP) |
A certificate with only the first signature is incomplete. Point 3 also makes the postmaster confirm the postage excluding taxes, so the net figure in your claim and the figure in Annexure III must be the same.
Records we suggest you keep for every quarter
The order does not print a full list of supporting records, and paragraph 5 lets the Authorised Committee decide them. Until the portal shows its own list, these are the records we prepare for each claim:
- Signed Annexure I, Annexure II and Annexure III.
- The India Post contractual customer letter or account details that show your customer ID.
- India Post receipts or the account statement for the quarter, showing postage and GST separately.
- The Postal Bill of Export for every parcel claimed.
- Export invoices for the same parcels.
- Export Promotion Bureau and UPEPC registration certificates, with dates earlier than the first parcel claimed.
- Udyam registration certificate and IEC.
- A Certificate of Origin from Uttar Pradesh, if you have one.
- Bank account details for the Direct Benefit Transfer, usually with a cancelled cheque.
The India Post contractual customer account
Item 7 of the application form asks for the contractual customer registration number with India Post, and Annexure III names the exporter by its contractual customer ID. A unit that pays for each parcel as a walk-in customer has no such number to quote, so set up the account before the first parcel you plan to claim.
India Post offers contract arrangements to regular business senders, usually through the head post office or the postal division. The form, documents and payment terms differ by service and division, so ask your DNK or divisional office for the current process. Keep the letter or record that gives you the customer ID, because you will quote it in every claim.
The account also makes your claim easier to verify. When all DNK bookings sit under one customer ID, the postmaster can pull the quarter’s bookings and postage from India Post’s own records and sign Annexure III without going through loose receipts.
Where GO 838 claims go wrong
- Registration after the parcels. Booking parcels in April and registering with the Bureau or UPEPC in June. Register first.
- 75 percent on the gross receipt. Working out the claim on postage that includes CGST and SGST. The order pays on net postage only, and Annexure III certifies the figure excluding taxes.
- Parcels outside the DNK. Including courier shipments or ordinary counter bookings that the DNK cannot verify.
- No contractual customer number. Paying as a walk-in customer and finding that the form and Annexure III both need a customer ID.
- One signature on Annexure III. Filing with the postmaster’s signature but without the countersignature of a gazetted postmaster, IP or ASP.
- Late filing. Starting the paperwork in the sixth week. Day 45 is a hard limit.
- Missing the 15 day reply. Not noticing that the Bureau reverted the claim, so it is cancelled automatically.
- Claiming the same postage twice. Counting postage under GO 838 that another scheme has already paid, for example postage that is part of a sample claim elsewhere.
Payment priority and the budget
Paragraph 6 says claims are approved first come, first served. Payment depends on the budget available. The money goes by Direct Benefit Transfer straight to the beneficiary’s bank account. Claims received in a financial year are paid only within that year’s budget. Whether claims left unpaid can be carried to the next year is for the Authorised Committee to decide.
Paragraph 8 adds a priority. Units that take part in national and international fairs and events sponsored by the state, or held through the Export Promotion Bureau or the UP Export Promotion Council, get priority when claims are paid.
Two practical points follow. Filing early in the 45 day window helps, because the order is first come, first served. And no one can promise you a date of payment, because the order does not give one.
Recovery and blacklisting for false claims
Paragraph 9 is strict. If at any stage the unit is found to have misused the assistance, or to have knowingly given or hidden false facts, the whole amount is recovered from the unit as arrears of land revenue. The unit is also blacklisted and declared ineligible for any government financial assistance in future.
The safeguard is simple: claim only parcels that went through the DNK, on net postage, with the postmaster’s figures and yours the same.
A preparation plan for GO 838 claims
- Before the first parcel. Register with the Export Promotion Bureau and UPEPC. Check Udyam and IEC. Register on the India Post DNK portal and set up your contractual customer account.
- Every booking. Book through the DNK under your customer ID. File the Postal Bill of Export and keep the invoice, the Postal Bill of Export and the India Post receipt together.
- Every month. Total the postage and GST from the receipts and check them against your own register.
- First week after the quarter. Prepare Annexure I and the shipment table. Take the quarter’s list to the DNK and request Annexure III with both signatures.
- Weeks two to four. Sign the affidavit on Rs 10 stamp paper, scan the records and file on the Bureau portal.
- 15 days after filing. Check the claim on the portal. If it is reverted, reply within 15 days.
- Through the year. Keep a running total against the Rs 1 lakh cap and enter it in line 8 of each new claim.
GO 838 and the other UP orders
| Cost | Order | What it pays | Claim window |
|---|
| Postage through a DNK | GO 838 | 75 percent of net postage, up to Rs 1 lakh per exporter per year | 45 days after the quarter |
| First year on an international e-commerce platform | GO 874 | 75 percent of first year onboarding fees on one platform, up to Rs 3 lakh | 90 days after one full year on the platform |
| Air freight | GO 829 | 30 percent of air freight or Rs 150 per kg, whichever is less, up to Rs 10 lakh a year | 180 days from dispatch |
| Freight to the gateway port | GO 828 | Rs 20,000 per 20 foot or Rs 40,000 per 40 foot container, or 30 percent of freight, whichever is less, up to Rs 30 lakh a year | 180 days from shipment |
| Export growth | GO 836 | 1 percent of the growth in FOB value, up to Rs 20 lakh a year | 30 November of the next financial year |
These orders pay for different costs, so a unit can use more than one. The limit is paragraph 7: the same expense cannot be paid twice. Postage on a parcel claimed under GO 838 should not also appear in a sample or freight claim under another order.
Online sellers often pair GO 838 with GO 874. GO 874 helps with the first year’s platform fees and GO 838 with the postage on the orders that platform brings in. Our guide to cross-border e-commerce export setup shows how the postal route fits into running an online export business.
Not yet confirmed
These points are not settled by the text of GO 838. We are asking the Export Promotion Bureau and will update this page when we have a written answer.
- Whether “quarter” means the financial year quarter, as assumed in the table above, and how the 45 days are counted.
- Whether parcels booked before the order’s date, 10 November 2025, can be claimed.
- Whether a Certificate of Origin from Uttar Pradesh is required, given that the form offers a No box.
- Whether the affidavit must be notarised, since the order only prescribes Rs 10 stamp paper.
- The full list of records the portal asks you to upload, which paragraph 5 leaves to the Authorised Committee.
- The web address of the claim portal, which the order does not print.
Frequently asked questions
What is the UP Dak Ghar Niryat Kendra postage support?
It is a scheme under Government Order No. 838/18-4-2025 dated 10 November 2025. It repays Uttar Pradesh MSME exporters 75 percent of the net postage they pay on export consignments sent through India Post’s Dak Ghar Niryat Kendras, up to Rs 1 lakh per exporter per year.
How much can I get under GO 838?
75 percent of net postage, without central and state GST, up to Rs 1,00,000 per exporter per year. The limit covers all your DNK shipments in the year together. On these numbers the cap is reached once net postage for the year passes about Rs 1.33 lakh.
What is the deadline to claim GO 838 postage support?
Within 45 days of the end of the quarter in which the parcels were booked. On financial year quarters that is 14 August, 14 November, 14 February and 15 May. The order says claims after the 45 days will not be considered, so file well before day 45.
Is GST included in the 75 percent?
No. Paragraph 2 says the assistance is worked out on the net postage amount, which does not include central GST and state GST. The postmaster’s certificate also states the postage excluding taxes. A registered exporter usually recovers the GST through input tax credit or a refund instead.
Why does the form ask for an India Post contractual customer number?
Item 7 of the application form asks for it, and the postmaster’s certificate names the exporter by its contractual customer ID. It ties all your DNK bookings to one account, so India Post can verify the quarter’s shipments and postage from its own records. Set it up before your first claimable parcel.
Can I claim for parcels booked at an ordinary post office counter?
GO 838 covers consignments sent through a Dak Ghar Niryat Kendra, and the verification must come from the DNK’s official records. A parcel booked outside the DNK system, without a Postal Bill of Export in those records, cannot be confirmed in Annexure III and should not be included in the claim.
Do I need Export Promotion Bureau and UPEPC registration?
Yes. The unit must be registered with both the Export Promotion Bureau UP and the UP Export Promotion Council at the time of the work. For postage, treat that as the booking date of each parcel. The application form has lines for both registration numbers and for Udyam.
What if I registered with the Bureau after shipping my parcels?
Expect the parcels booked before your registration to be refused, because the order requires registration at the time of the work. Parcels booked after both registrations are in place can still be claimed in their own quarter. Register with both bodies before you book the parcels you want to claim.
Who signs the Annexure III verification?
The postmaster of the Dak Ghar Niryat Kendra verifies it. A gazetted postmaster, an Inspector of Posts or an Assistant Superintendent of Posts countersigns it. Both give their name, signature, date and official seal. A certificate with only one signature is incomplete.
Can merchant exporters claim GO 838?
Yes. Item 5 of the application form lets you tick Manufacturer, Merchant or Both, and the affidavit asks for the merchant or manufacturing category. The unit must still be an MSME of Uttar Pradesh with both state registrations in place when the parcels are booked.
What happens if the Bureau finds my claim incomplete?
The Bureau records the gaps online and reverts the claim to you. You have a maximum of 15 days to upload the missing records, or the claim is treated as cancelled automatically. Once you upload them, the Bureau examines the claim again within 30 days.
Can I claim GO 838 and another scheme for the same parcels?
Not for the same expense. Paragraph 7 allows the assistance only if the unit has not taken a similar full or partial benefit under any central or state scheme. You can use other UP orders for other costs, such as GO 874 for platform fees, but not the same postage twice.
When will the money reach my account?
GO 838 does not give a date. The Authorised Committee approves claims first come, first served. Payment goes by Direct Benefit Transfer within the year’s budget. Units that took part in fairs through the Bureau or UPEPC get priority when claims are paid.
What happens if a claim is found to be false?
Under paragraph 9, the whole amount is recovered from the unit as arrears of land revenue. The unit is blacklisted and declared ineligible for any government financial assistance in future. This applies to misuse of the assistance and to facts that were knowingly given falsely or hidden.
