Export Promotion Bureau and UPEPC registration: the short answer
Eight of the nine orders issued under the UP Export Promotion Policy 2025-30 make it a condition that the Micro, Small or Medium Enterprise (MSME) unit of Uttar Pradesh claiming the money is registered with the Export Promotion Bureau, Uttar Pradesh and the Uttar Pradesh Export Promotion Council (UPEPC) “at the time of the work”. The work is the fair, the shipment, the premium, the postage, the onboarding or the event that the claim is about. The ninth order, GO 873, funds infrastructure projects and has no such clause.
The rule that decides everything: get both registrations before you book the fair, ship the goods or pay the fee you plan to claim, not when you sit down to file.

Why this page sticks to the orders
Search for “UPEPC registration” and you will find fee slabs, renewal windows, bank account numbers and portal screenshots that nobody can trace back to a Government Order. Some of it may be right. Some of it is old. A wrong bank account on a registration page is not a small error, because it sends an exporter’s money somewhere it should not go.
So this page does something narrower and more useful. We read all nine orders issued between 6 November and 3 December 2025 in the original Hindi and pulled out every line that mentions the Bureau, the Council, Udyam or MSME status. That gives you the condition you must meet, the date you must meet it by, the form field where the number goes and the documents that prove it. Where the orders are silent, we say so and tell you where to check.

The two bodies, as the orders describe them
The orders do not define the Bureau or the Council. They do show what each one does inside the schemes, and that tells you why both numbers keep appearing.
Export Promotion Bureau, Uttar Pradesh
The Export Promotion Bureau is the body that runs the schemes. In the orders it does five things:
- It receives claims. For GO 830, 836, 838 and 874 the claim appears on the Bureau’s own portal after the 15 day self correction period. For GO 811, 828 and 829 the claim goes to the district first and then to the Bureau.
- It examines claims. Under GO 830, 836 and 838 the Bureau has 30 days from the claim appearing on its portal to put a complete claim on the agenda or revert an incomplete one.
- It chairs the decision. Every Authorised Committee in these orders is chaired by the Export Commissioner of the Bureau, or by the Additional Commissioner of the Bureau in GO 874 and the GO 904 screening committee. An Additional or Joint Export Commissioner of the Bureau is the member secretary in every order where that line is readable.
- It is the nodal agency for GO 873, the infrastructure scheme.
- It sponsors fairs. GO 811, 828, 829, 830, 838 and 874 give priority at payment time to units that took part in national or international fairs and events through the Bureau or UPEPC.
Uttar Pradesh Export Promotion Council
The Council appears less often but in places that matter:
- The Director of the Uttar Pradesh Export Promotion Council sits on the GO 828 Authorised Committee for gateway port freight.
- A representative of the Council sits on the GO 904 screening committee for MICE events.
- Copies of GO 811, 828, 829, 830, 836, 838, 874 and 904 are marked to the Director of the Council for necessary action.
- Fairs taken through the Council earn the same payment priority as fairs taken through the Bureau.
The practical reading is simple. The Bureau decides and pays. The Council is part of the state export system that the Bureau works with. The orders treat registration with both as one joint condition, and in most of them the sentence names both bodies together.

Here is what each order actually says. We have translated the Hindi closely. “At the time of the work” is our translation of the phrase used in eight of the orders.

GO 811: marketing development assistance
Paragraph 2 of GO 811 says assistance goes to MSME exporter units of Uttar Pradesh “which, at the time of the work, are registered with the Export Promotion Bureau, Uttar Pradesh along with the Uttar Pradesh Export Promotion Council”. The same paragraph adds that export promotion councils set up by central or state ministries, and exporter and industrial organisations approved by the state level committee, are also eligible. That second group matters for the event organising categories of the order, where the money goes to the organiser rather than to an individual exporter.
Paragraph 10 repeats the condition for individual units. For a fair claim, the work is the fair, and the 120 day claim window under GO 811 starts at the end of the fair. For samples it starts at the dispatch of the first sample, for publicity at the invoice or website date and for certification at the certificate date. GO 828: freight to a gateway port
Paragraph 10 of GO 828 says the facility is available to MSME exporter units of Uttar Pradesh “which, at the time of the work, are registered with the Export Promotion Bureau, Uttar Pradesh and the Uttar Pradesh Export Promotion Council”.
The Rs 10 stamp paper affidavit attached to GO 828 quotes the same paragraph but puts it slightly differently. It asks the exporter to confirm that the unit is covered by paragraph 10, which it renders as units “registered with the Export Promotion Bureau and the Uttar Pradesh Export Promotion Council at the time of applying”. The two lines are not in conflict if you are registered on both dates. They become a problem only if you register after the shipment and before the claim. Do not rely on that gap.
The GO 828 claim form has a Registration Number block with three lines: EPBUP, UPEPC and Udyam. The freight rates and the 180 day window are covered in our UP export subsidy schemes hub.
GO 829: air freight rationalisation
Paragraph 9 of GO 829 gives the facility to MSME “manufacturing or merchant” exporter units of Uttar Pradesh registered with the Bureau and the Council at the time of the work. GO 829 is the clearest order on merchants, because it names them in the registration sentence itself.
The claim form has the same three line Registration Number block: EPBUP, UPEPC and Udyam. The supporting documents list then asks for a copy of the Udyam registration and a “copy of EPB and EPC registration”, together with the packing list and invoice, the customs verified bill (LEO), the airway bill, a CA certificate of expense in the prescribed format, a declaration from the exporting unit and a copy of the bank realisation certificate.
GO 830: export credit insurance support
GO 830 sets out eligibility as a numbered list. All MSME exporter units of Uttar Pradesh are eligible, merchant and manufacturing units are both eligible, the ECGC premium must actually have been paid, the export transaction must be real and lawful and, at the time of the work, the unit must be a registered member of the Bureau and the Council.
The GO 830 claim form does not have a Bureau or Council number field. It asks for district, unit name, address, unit type, IEC, three years of turnover and FOB value, the list of ECGC policies, the ECGC branch and the premium figures. Registration is proved in two other places instead. The claim documents list has five items: a copy of Udyam registration, a copy of the Bureau and Council registration, the exporter’s declaration, a certificate from the ECGC branch in charge and the claim form. The Rs 10 affidavit also has a blank for the EPB registration number.
GO 836: export performance incentive
GO 836 states the condition twice. Paragraph 2 gives assistance to MSME exporter units of Uttar Pradesh registered with the Bureau and the Council at the time of the work. The eligibility list in paragraph 3 then opens with the same condition as item (1): at the time of the work the exporter unit must be a registered member of the Bureau and the Council.
The GO 836 claim form, Annexure I, has two separate fields for this: item 8, “Registration Number in U.P. Export Promotion Bureau”, and item 9, “Registration Number in U.P. Export Promotion Council”. The affidavit also has a blank for the EPB registration number. Because GO 836 pays 1 percent of growth in FOB value over a full financial year, the “work” is a whole year of exports. GO 838: Dak Ghar Niryat Kendra support
Paragraph 2 of GO 838 limits the scheme to MSME exporter units of Uttar Pradesh registered with the Bureau and the Council at the time of the work. The claim form, Annexure 1, has the three line Registration Number block (EPBUP, UPEPC and Udyam) at item 6, next to the India Post contractual customer registration number at item 7.
GO 874: e-commerce onboarding assistance
GO 874 applies to MSME exporter units of Uttar Pradesh registered with the Bureau and the Council at the time of the work. Its claim form uses the word membership rather than registration: “UPEPB Membership No.” and “UPEPC Membership No.” appear as two separate lines, after the Udyam number and the AD code.
GO 904: MICE events
GO 904 is the only order where the applicant is not an exporter. The money goes to an MSME MICE operator or event management unit of Uttar Pradesh. The registration condition is wider here: the unit must be registered at the time of the work with the Export Promotion Bureau, the Uttar Pradesh Export Promotion Council, the UP Tourism Department and the Services Export Promotion Council set up by the central government. The prior approval form also asks for an ICPB member number, IEC, GSTIN and Udyam number.
GO 873: export oriented infrastructure
GO 873 funds up to 40 percent of the cost of an export infrastructure project, up to Rs 10 crore per proposal, such as a testing laboratory, an e-commerce logistics centre or a common facility centre for design, labelling or packaging. The implementing agencies can be central or state governments, public sector units, export promotion councils, commodity boards, apex trade bodies, export focused production or service units and private bodies. The order does not contain a Bureau or Council registration clause. The Bureau is the nodal agency that receives the proposals.
Where the registration numbers go in each claim form
The number you are asked for is not the same in every form. Some forms ask for both numbers, some ask for a copy of the certificates and some ask in the affidavit only. Keep both numbers and both certificates in your claim file for every order.

“Not checked” means that page in our copy is a scanned or blank form that we could not read line by line. “Not listed separately” means the order does not print registration as a separate supporting document. Neither means registration is optional. The eligibility clause still applies.
Keep both certificates in every claim file, whatever the form asksThe MSME condition that sits next to registration
Registration with the Bureau and the Council is never the only condition. In every exporter order it sits in the same sentence as MSME status. The orders refer to micro, small and medium enterprises “as defined from time to time under the Micro, Small and Medium Enterprises Development Act 2006”. The GO 830 and GO 836 affidavits go one step further and refer to the MSME definition in the notification dated 21 March 2025.
In practice that means three things for your file:
- Udyam registration. Every exporter claim form we could read asks for the Udyam number, and GO 829 and GO 830 list a copy of the Udyam registration as a document.
- The right category on the right date. The affidavits ask you to state whether the unit is micro, small or medium. If your turnover has moved you out of the MSME band, the condition is not met, whatever your Bureau and Council status.
- An Uttar Pradesh unit. The orders speak of MSME units “of Uttar Pradesh”. GO 829 adds that the state of origin of the exported goods must be Uttar Pradesh, and the GO 836 and GO 838 forms ask whether you hold a certificate of origin from Uttar Pradesh.
Manufacturers and merchants
Merchant exporters often assume state schemes are for factories only. The orders do not say that. GO 829 names “manufacturing or merchant” units in its registration sentence. GO 830 and GO 836 each have an eligibility line saying exporters in both merchant and manufacturing categories are eligible. The GO 836, 838 and 874 forms carry a manufacturer, merchant or both box. A merchant exporter still has to be an MSME unit of Uttar Pradesh and still has to hold both registrations.
What “at the time of the work” means for each scheme
The phrase is short, but the date it points to changes from scheme to scheme. The safest reading is that both registrations must be valid on the date of the activity you are claiming for, and still valid on the day you file. The table below shows the activity date and the claim window for each order, so you can see how far ahead you need to be.

The common trap: registering after the activity
Picture a first time exporter in Kanpur who ships a 20 foot container on 15 January 2026 and only then learns about GO 828. The claim window runs for 180 days from the shipment date, so the last day is 14 July 2026. The exporter has plenty of time to apply for the subsidy. The problem is the registration. If the Bureau and Council registrations are taken in February, they did not exist “at the time of the work”, which was the January shipment. This is an illustrative example, not a client.
The same logic applies more harshly to GO 836. The work there is a full year of exports. A unit that registers in March and claims for that whole financial year is asking the committee to accept a registration that existed for only a few weeks of the year. The order does not say how the committee will treat a part year. We list that as an open question below.
Quarterly schemes need registration for the whole quarter
GO 830 and GO 838 are claimed quarter by quarter. A GO 838 claim for July to September 2026 is due within 45 days of the quarter end, that is by 14 November 2026. A GO 830 claim for the same quarter is due within 90 days of the quarter end, that is by 29 December 2026. Both assume financial year quarters, which the orders do not define. If your registration lapsed or started in the middle of the quarter, part of the quarter’s premium or postage may not meet the condition.
The other conditions every order repeats
Once you are registered, four more conditions appear in almost the same words across the exporter orders. They are worth knowing, because they explain how a registered unit can still lose a claim.
No double benefit
Every exporter order says assistance is admissible only if the unit has not taken a full or partial benefit of the same nature from any other central or state scheme run for the same purpose. The affidavits in GO 828, 830 and 836, and the declaration in GO 904, ask you to confirm this in writing. If you claimed the same freight, premium or onboarding fee anywhere else, the registration does not help.
Priority for Bureau and Council fairs
GO 811, 828, 829, 830, 838 and 874 all say that units taking part in national or international fairs and events sponsored by the state, the Bureau or the Council get priority when claims are paid. Payment under every order is first come, first served, through Direct Benefit Transfer and within the budget available in the year. Priority can therefore decide who is paid first when the budget is tight.
Recovery and blacklisting
Every exporter order says that if a unit misuses the assistance, or knowingly gives false facts or hides facts, the full amount is recovered as arrears of land revenue and the unit is blacklisted from any government financial assistance in future. A registration number typed into a form is a statement of fact. If it is wrong, that clause is the risk.
The committee interprets the order
Each order ends by giving the right to interpret or clarify its provisions to the Authorised Committee, or for GO 904 to the Export Commissioner on the screening committee’s advice. The committee also has the power to decide which records you must upload and to change them. That is why the registration questions in our Not yet confirmed section can only be settled by the Bureau.

Knowing who reads your file helps you prepare it. These are the committee members named in each order.

How district and Bureau checks work once you file
Your registrations are checked as part of the normal claim review. The orders set out two routes.
District route: GO 811, 828 and 829
- You file online with all documents. For 15 days from the application date you can correct mistakes yourself.
- After 15 days the claim appears on the portal of the District Industries Promotion and Entrepreneurship Development Centre. The Deputy Commissioner Industries has 21 days to examine it and forward complete claims, with a recommendation, to the Bureau.
- If the claim is incomplete, the Deputy Commissioner records the gaps online and reverts it. You then have 15 days to upload the missing records, or the claim lapses on its own. A corrected claim is examined again within 21 days.
- If the Deputy Commissioner neither forwards nor reverts within 21 days, the claim goes to the Bureau automatically, and the Bureau fixes responsibility on the officer concerned.
- Claims outside the scheme’s eligibility are forwarded to the Bureau with reasons and a recommendation to reject. A missing registration would fall here.
- Under GO 811 and 828 the Bureau receives forwarded claims online within 15 days and places them on the committee agenda.
Bureau route: GO 830, 836, 838 and 874
- You file on the Bureau portal. For 15 days you can correct mistakes yourself.
- After 15 days the claim appears on the Bureau portal. Under GO 830, 836 and 838 the Bureau has 30 days to put a complete claim on the agenda or revert an incomplete one with reasons.
- You have 15 days to upload the missing records, or the claim lapses on its own.
- Under GO 830 and 838 the Bureau re-examines a corrected claim within 30 days. GO 874 sets no day count for these steps.
A missing or late registration is not something you can fix in a 15 day window if the registration did not exist on the date of the work. That is why it has to be in place first.
What the orders do not tell you about registration
None of the nine orders explains how to register with the Bureau or the Council. They do not give a fee, a form, a portal address for registration, a processing time or a validity period. They also do not say whether a Bureau number and a Council number are issued through one application or two.
That gap is where most of the wrong information online comes from. Our advice is plain:
- Take the current fee, form and payment details only from the Council’s official website, upepc.org, or from the Bureau or Council office in writing.
- Never pay a registration fee to a bank account you found on a third party site, a forwarded message or a blog. Match it with the official site on the day you pay.
- Keep the dated certificate, receipt and acknowledgement. The date on the certificate is what proves you were registered at the time of the work.
- Check the validity date on the certificate and diarise it. If the certificate has an expiry date, a lapse during a shipment or a premium quarter is exactly the gap the orders do not forgive.
A registration checklist built from the orders
This checklist contains only items that one or more of the nine orders asks for, plus the steps that follow from them.
Before the activity
- Confirm the unit is an MSME under the MSME Development Act 2006 and hold a current Udyam registration.
- Confirm the unit is a unit of Uttar Pradesh and that the goods will have Uttar Pradesh as their state of origin.
- Hold an active IEC. Every exporter claim form asks for it.
- Register with the Export Promotion Bureau, Uttar Pradesh.
- Register with the Uttar Pradesh Export Promotion Council.
- For a MICE event, also register with the UP Tourism Department and the Services Export Promotion Council, and keep your ICPB membership number.
- For the Dak Ghar route, get an India Post contractual customer registration number.
- For e-commerce, keep the AD code and issuing bank name ready.
When you file
- Enter the Bureau and Council numbers exactly as printed on the certificates.
- Upload copies of both registrations and the Udyam registration, even where the form does not list them separately.
- Sign the Rs 10 stamp paper affidavit where the order has one, including the EPB registration number where there is a blank for it.
- Declare honestly that no other central or state scheme paid for the same cost.
- Check the CA certificate format in the annexure of your order. GO 829, 836 and 874 each have their own.
After you file
- Watch the portal during the 15 day self correction window and fix anything you missed.
- If the claim is reverted, upload the missing records within 15 days.
- Keep your registrations valid until payment is received. The orders do not say what happens if a registration lapses between filing and payment.
Not yet confirmed
These points are not answered in the nine orders. We are asking the Export Promotion Bureau and will update this page when we have a written answer.
- The registration fee, form, portal and processing time for the Bureau and for the Council.
- Whether registration with the Bureau and membership of the Council are one process or two separate ones.
- Whether the Bureau or Council certificate has a fixed validity period and how it is renewed.
- Whether “at the time of the work” under GO 836 means the whole financial year of exports or only part of it.
- Whether the committee will accept a registration taken after the activity but before the claim. The GO 828 affidavit wording on the date of applying points one way and the order wording points the other.
- What happens to a claim if a registration lapses after filing and before payment.
- Whether “quarter” in GO 830 and GO 838 means the financial year quarter.

Frequently asked questions
Do I need both Export Promotion Bureau and UPEPC registration?
Yes, for the exporter schemes. GO 811, 828, 829, 830, 836, 838 and 874 each require the MSME unit to be registered with the Export Promotion Bureau, Uttar Pradesh and the Uttar Pradesh Export Promotion Council at the time of the work. GO 904 adds two more registrations for MICE operators.
When must I be registered with the Bureau and the Council?
At the time of the work, which is the fair, shipment, premium, postage, onboarding or event you are claiming for. The GO 828 affidavit also refers to the time of applying. To be safe, hold both registrations before the activity and keep them valid until you are paid.
Is my central RCMC enough for UP state schemes?
No. The UP orders name the Export Promotion Bureau, Uttar Pradesh and the Uttar Pradesh Export Promotion Council specifically. A Registration cum Membership Certificate from a central export promotion council is not mentioned as a substitute in any of them. GO 904 is the only order that also asks for a central council, the Services Export Promotion Council.
Can a merchant exporter claim UP export subsidies?
Yes, where the order allows it. GO 829 names manufacturing or merchant units, and GO 830 and GO 836 make both categories eligible. The GO 836, 838 and 874 forms have a manufacturer, merchant or both box. The merchant must still be an MSME unit of Uttar Pradesh with both registrations.
Can a large company claim these UP schemes?
Not under the exporter orders. Each one is written for micro, small and medium enterprises as defined under the MSME Development Act 2006. A unit outside that definition does not meet the condition, even if it is registered with the Bureau and the Council.
Where do I enter my Bureau and Council numbers?
In the Registration Number block of the GO 828, 829 and 838 claim forms, in items 8 and 9 of the GO 836 form and in the two membership number lines of the GO 874 form. The GO 830 form has no field, so you attach copies of both registrations instead.
What registration documents does a GO 830 ECGC claim need?
The GO 830 documents list has five items: a copy of the Udyam registration, a copy of the Bureau and Council registration, the exporter’s declaration, a certificate from the ECGC branch in charge and the claim form. The affidavit also asks for the EPB registration number.
What registration documents does a GO 829 air freight claim need?
A copy of the Udyam registration and a copy of the EPB and EPC registration, together with the packing list and invoice, the customs verified bill, the airway bill, the CA certificate of expense, the exporter’s declaration and the bank realisation certificate.
Does GO 873 need Bureau and Council registration?
No such clause appears in GO 873. It funds export infrastructure projects run by implementing agencies, up to 40 percent of project cost and Rs 10 crore per proposal. The Bureau is the nodal agency that receives the proposals.
What extra registrations does a MICE operator need under GO 904?
Along with the Bureau and the Council, GO 904 requires registration with the UP Tourism Department and the central Services Export Promotion Council at the time of the work. The prior approval form also asks for an ICPB member number, IEC, GSTIN and Udyam number.
Can I register after the shipment and still claim?
The orders do not say this is allowed. Their wording requires registration at the time of the work. The GO 828 affidavit wording on the date of applying creates some doubt, but no order expressly permits a later registration, so treat it as a real risk.
What is the UPEPC registration fee?
None of the nine orders states a fee. Take the current fee and payment details only from the Council’s official website or office, and do not pay into an account found on a third party site.
How long does Bureau or Council registration take?
The orders do not give a processing time. Apply well before your next fair, shipment or premium payment so the certificate date is earlier than the activity date.
Can a wrong registration number get my claim rejected?
It can cause a revert, and you then have 15 days to fix it. A knowingly false number is more serious. Every exporter order allows full recovery as arrears of land revenue and blacklisting for false or hidden facts.
Do units that join Bureau or Council fairs get priority in payment?
Yes. GO 811, 828, 829, 830, 838 and 874 give priority at payment time to units that took part in national or international fairs and events through the state, the Bureau or the Council. Payment is otherwise first come, first served within the budget.
