Export Help Desk for Trade Fair Organisers and Associations

The short answer

An export help desk is a table at your trade fair where exhibitors get straight answers on registrations, export incentives and the claims they can file after the fair. Rasp International runs the desk for fair organisers, Export Promotion Councils and industry associations, and the help desk is free. For exhibitors from Uttar Pradesh, the main question is the stall claim: Government Order 811/18-4-2025 dated 6 November 2025 lets a Micro, Small or Medium Enterprise (MSME) exporter unit claim 75 percent of stall space rent and one person’s travel, within 120 days of the fair, subject to approval and budget.

The rule that decides everything: an exhibitor from Uttar Pradesh must already be registered with the Export Promotion Bureau UP and the UP Export Promotion Council when the stall is booked. A desk on fair day can check this, but only a note in your exhibitor mailer before the fair can fix it in time.

Why organisers ask for an export help desk

Many exhibitors at a fair are small exporters who may be able to claim part of their stall and travel cost back, and many find out after the window has closed. Government Order 811/18-4-2025 prints no claim form, no document list and no portal address, so the questions land on the organiser’s help counter, which is set up for passes, power points and stall keys.

An export help desk takes those questions off your counter. Rasp International has served 500+ exporters since 2019 and works on the registrations, incentives and claims exhibitors ask about. The desk answers from the official orders and notifications, and it says so when an exhibitor does not qualify.

What the export help desk does on fair days

  • Answers exhibitor questions. Registrations, incentives, the claim window and what to keep from the fair, from the official orders and notifications.
  • Checks a fair claim before the exhibitor leaves. For an exhibitor from Uttar Pradesh: are both registrations in place, does the fair qualify under category 1(c) or 3(c) of Government Order 811 and are the stall bills in the unit’s name.
  • Explains the 120 day window. The days run from the day the fair ends, under paragraph 5(1) of Government Order 811, and the order gives no appeal route for a late claim.
  • Points exhibitors to the right scheme. A service exporter claims under a separate order, Government Order 837/18-4-2025 dated 10 November 2025, explained in our guide to UP fair support for service exporters. A unit that wants a quality certificate chooses between Trade Regulations, Accreditation and Compliance Enablement (TRACE) support and the state order, because the same cost cannot be claimed twice.
  • Helps with buyers met at the fair. Five checks before the first shipment to a new overseas buyer, explained on our foreign buyer verification page.
  • Takes follow up only on request. An exhibitor who wants help with a claim after the fair gives us their own details at the desk.

Topics the desk covers

Each topic below is answered from the official source in the third column. The desk does not quote anything the order or notification does not say.

Running a fair or taking members to one

Send us the fair name, the dates, the venue and the number of exhibitors you expect. We reply with what the desk covers for that fair.

What the organiser gets

  • A short note for your exhibitor mailer before the fair: register with the Export Promotion Bureau UP and the UP Export Promotion Council before booking, book and pay from the unit’s own account and get every stall bill in the unit’s name. Separate bills for space and stall building are good practice, because each is easy to match with its payment.
  • A staffed desk on the fair days you choose, with answers drawn from the official orders and notifications.
  • A reminder text you can send exhibitors after the fair about the 120 day claim window.
  • For associations and councils, a short talk for members before the fair on what the orders pay and what loses a claim.

What exhibitors get

  • A plain answer on whether their fair cost may be claimable, and under which order.
  • A check of the registration dates against the stall booking date, the step that decides many fair claims in Uttar Pradesh.
  • Their last date to claim, and a clear no when a claim cannot succeed.

What the Uttar Pradesh orders offer organisers

Government Order 811 does not only pay exhibitors. Paragraph 2 of the order also makes Export Promotion Councils set up by central or state ministries, and exporter and industry organisations approved by the state level committee, eligible for support. Categories 4, 5 and 6 pay the organising body, not the exhibitor.

Category in Government Order 811What it supportsSupport and capMain conditions
4, fair abroadOrganising an international fair or buyer seller meet in a foreign market75 percent of total spending, up to Rs 3 crore, paid to the organising bodyApply to the Export Promotion Bureau UP at least one month before the event with a list of likely exporter units and estimated costs; at least 20 exporter units in a traditional market or 10 in a non traditional market; 50 percent released as an advance, the rest after the spending statement
5, international fair in IndiaOrganising an international level fair or buyer seller meet in India75 percent of total spending, up to Rs 1 crore, paid to the organising bodyFor Export Promotion Councils set up under central or state departments and ministries; at least 30 exporter units must take part
6, virtual fairOrganising a virtual fair75 percent of total spending, up to Rs 25 lakhAt least 100 MSME or handicraft units, half of them exporters; buyers at least three times the number of exhibitors; at least 75 percent of buyers from abroad

At the central level, Market Access Support under the Export Promotion Mission (EPM), Niryat Disha, supports buyer seller meets, reverse buyer seller meets, trade fairs and exhibitions. It was launched by DGFT Trade Notice No. 19/2025-26 dated 31 December 2025, and organising agencies apply on the Trade Connect ePlatform (trade.gov.in). DGFT Trade Notice No. 08/2026-27 dated 1 July 2026 set the minimum delegation for a buyer seller meet at 25 participants, and requires any advance to be refunded within 15 days of a cancellation or withdrawal, failing which it carries simple interest at 10 percent a year.

Before you plan on either support: Government Order 811 does not define a traditional or a non traditional market, and it does not publish how the state level committee approves an exporter or industry body. Ask the Export Promotion Bureau UP in writing before you budget on category 4 or 5.

How to invite the desk

1

Tell us about the fair

The fair name, dates, venue, organiser and the number of exhibitors you expect, with the share from Uttar Pradesh if you know it.

2

Agree the scope

The fair days and hours, the space for the desk, the topics and how exhibitors reach us after the fair, agreed with you before the fair. Whether we attend in person or help remotely is arranged fair by fair.

3

Send the pre-fair note

Your exhibitor mailer carries the short note on registration and invoices, so exhibitors arrive with the right papers.

4

Run the desk on fair days

Exhibitors come with their questions and their stall papers. The desk answers from the official sources and says no where a claim cannot succeed.

5

Send the 120 day reminder

After the fair you send exhibitors the reminder text about the 120 day window. Exhibitors who asked for help with a claim are already in touch with us.

Where fair claims go wrong

These are the patterns a desk is set up to catch, drawn from the conditions in Government Order 811. They are common patterns, not named client cases.

FailureWhat the exhibitor seesWhat actually broke
Registered after the stall was bookedThe claim is not taken forwardParagraph 2 asks for registration with the Export Promotion Bureau UP and the UP Export Promotion Council at the time of the work. A later registration does not repair it.
A private fair with no recognition letterThe fair is questionedCategories 1(c) and 3(c) ask who organised, recommended or notified the fair. Without that proof, the fair may not count.
Travel claimed for two peoplePart of the claim is cutCategories 1(b) and 3(b) pay travel for one person only.
Airfare abroad higher than the space rentThe airfare share is cutCategory 1(b) caps the airfare support at the exporter’s own space rent spending.
Day 120 missedClaim not acceptedParagraph 5(1) sets 120 days from the day the fair ends, and the order gives no appeal route.

What the help desk will not do

1

It will not file a claim on fair day

A claim is filed after the fair, once the organiser’s papers are in hand, inside the 120 day window in paragraph 5(1) of Government Order 811.

2

It will not promise a claim

Approval and payment under the Uttar Pradesh orders rest with the Authorised Committee and the budget of the financial year. The desk says “may be able to claim”, never “will get”.

3

It will not clear customs or speak for any department

Rasp International holds no customs broker (CHA) licence and claims no link with any government office. Licensed CHA partners across India handle customs clearance.

What Is Not Yet Notified, Checked on 19 October 2026

  • Whether stall building, sold by the organiser as a built-up stall or billed by a stall builder, counts as space rent under Government Order 811. In the claims Rasp International files it does, within the category cap. The order names space rent only, so exhibitors should check with their District Industries Centre.
  • Which fairs are accepted under categories 1(c) and 3(c). No list of recognised fairs is published. Exhibitors should check with their District Industries Centre before the claim, with the organiser’s recognition letter in hand.
  • What counts as a traditional and a non traditional market for category 4, and how the state level committee approves an exporter or industry body. Organisers should check with the Export Promotion Bureau UP.
  • The full eligibility list of organising agencies for Market Access Support. Organisers should check with the DGFT Export Promotion Mission cell through the Trade Connect ePlatform.

Frequently asked questions

What is an export help desk at a trade fair?

It is a staffed table at a fair where exhibitors ask about registrations, export incentives and the claims they can file after the fair. Rasp International runs it for organisers and associations, answers from the official orders and notifications and tells an exhibitor plainly when a claim cannot succeed.

Who can invite Rasp International to run a help desk?

Fair organisers, Export Promotion Councils, industry associations, clusters and chambers that run a fair, a buyer seller meet or a delegation. Send the fair name, dates, venue and expected exhibitors on WhatsApp, and we agree the days, hours, space and topics with you before the fair.

Which fairs can exhibitors claim for under Government Order 811?

A fair organised by an Export Promotion Council under the centre or a state, or recommended or notified by the central government, a state government, an apex trade body, a commodity board or an Indian embassy or consulate, under categories 1(c) and 3(c). No list of recognised fairs is published, so keep the organiser’s proof.

How long do exhibitors have to claim after the fair?

Government Order 811 paragraph 5(1) gives 120 days, counted from the day the fair ends. The order sets no appeal route for a late claim, so treat day 120 as the outer limit. The free deadline calculator on our site gives the last date for any fair end date.

Can an organiser get support from Uttar Pradesh for running a fair?

Yes, if the organiser is an eligible body. Government Order 811 pays 75 percent of spending up to Rs 3 crore for a fair abroad, up to Rs 1 crore for an international fair in India and up to Rs 25 lakh for a virtual fair, each with its own minimum number of exporter units.

What is the minimum number of exhibitors for organiser support?

Under Government Order 811, a fair abroad needs at least 20 exporter units in a traditional market or 10 in a non traditional market, an international fair in India needs at least 30, and a virtual fair needs at least 100 MSME or handicraft units with half of them exporters.

Can the help desk file claims during the fair?

The desk checks eligibility, registration dates and invoices on fair days. A claim is filed after the fair, once the organiser’s papers are in hand, and always inside the 120 day window. When an exhibitor engages us, we file on its behalf in the exhibitor unit’s name.

Does the export help desk cost anything?

No. The help desk is free for the organiser and for exhibitors. Whether someone attends in person or the help is given remotely is arranged fair by fair. If an exhibitor later asks Rasp International to file a claim, that is a separate engagement agreed with the exhibitor.

Does the desk help exhibitors from outside Uttar Pradesh?

Yes. The Uttar Pradesh orders pay only units of Uttar Pradesh, but the central rules apply to every exhibitor: no RCMC for a consignment up to Rs 3,00,000 FOB under DGFT Notification No. 36/2026-27, RoDTEP to 31 December 2026 and TRACE support for certification costs.

Is the help desk run on behalf of the government?

No. Rasp International is a private advisory firm and claims no link with the Export Promotion Bureau, any District Industries Centre or DGFT. Claims under the Uttar Pradesh orders are decided by the Authorised Committee within the budget of the year, and the desk never promises an approval or a payment date.
