The short answer
A first trade fair claim under Government Order 811/18-4-2025 dated 6 November 2025 is mostly won or lost before the fair opens. Ninety days out, register with the Export Promotion Bureau of Uttar Pradesh (UP) and the UP Export Promotion Council (UPEPC). Book and pay for the stall in the unit’s name, get every stall bill in the unit’s name with Goods and Services Tax (GST) on its own line and file within the 120 days that paragraph 5(1) allows after the fair ends.
The rule that decides everything: both registrations must already exist when you book and pay for the stall, which is the safe reading of “at the time of the work” in paragraph 2 of Government Order 811.

Why we wrote this
A first stall is often booked before anyone mentions the subsidy. By then the space may sit in a contractor’s name, be paid from a partner’s account or be billed to someone other than the unit. None of that can be fixed in the 120 days that paragraph 5(1) of Government Order 811 allows after the fair.
Rasp International was founded in 2019 and has served 500+ exporters since 2019. Amounts and the full claim route are in our UP trade fair subsidy guide.
What the Government Order 811 fair claim is
The Government Order 811 fair claim is a reimbursement that repays 75 percent of stall space rent and one person’s economy travel (paragraph 3) to MSME exporter units of Uttar Pradesh, run by the Export Promotion Bureau UP under the UP Export Promotion Policy 2025-30.
Bare space is floor area with nothing built on it. A built-up stall is a ready stall the organiser sells as one package. A stall contractor builds on bare space.
The dated checklist: 90 days before the fair to day 120 after
The timings are our suggested working dates, except the 120 days and the 15 day periods in paragraph 5 of Government Order 811. In the claims we file, the day after the fair ends is day 1.
| When | One action | Why | Rule (Government Order 811 unless named) |
|---|
| 90 days before | Register with whichever of the Export Promotion Bureau UP and UPEPC is missing, in the name on your Udyam registration (the MSME registration) and Importer Exporter Code (IEC). | The order pays only units registered with both at the time of the work. | Paragraphs 2 and 10 |
| 90 days before | Get the organiser’s proof of who organised, recommended or notified the fair. | The order prints no list of fairs. | Categories 1(c) and 3(c) |
| 60 days before | Choose bare space plus your own contractor, or the organiser’s built-up stall. | This decides whether you hold one stall bill or two. In the claims we file, both count as space rent within the cap. | Categories 1(a) and 3(a); our practice |
| 60 days before | Book in the unit’s exact registered name and pay the deposit from the unit’s bank account. | The order pays the unit’s own spending. | Categories 1(a) and 3(a) |
| 30 days before | Get the contractor’s bill in the unit’s name, with GST on its own line. | In the claims we file, stall building counts as space rent, so the bill must be the unit’s own. | Categories 1(a) and 3(a); our practice |
| 30 days before | Name the one traveller and book economy class. For a fair abroad, compare the fare with your space rent. | One person is paid; abroad, never above your space rent spending. | Categories 1(b) and 3(b) |
| 30 days before | Pay the balance from the unit’s account and keep the bank’s debit advice. | Proof of payment matters as much as the bill. | Categories 1(a) and 3(a) |
| The week before | Open a claim folder split by head and ask how the organiser will confirm participation. | Copies of all required records go in at filing. | Paragraph 5(2) |
| Fair days | Photograph the stall and name board daily; keep every ticket and boarding pass. | Photographs cannot be taken once the stall is down. | Paragraph 5(2) |
| Fair days | Log each buyer enquiry for trade show follow-up, and run the checks on a new foreign buyer before a first shipment. | Orders, not the claim, pay for the stall. | Not a scheme rule |
| Last day of the fair | Write the closing date in the register. | The 120 days run from the date the fair ends. | Paragraph 5(1) |
| The week after | Get wrong names on bills corrected, and send open questions to your DIC in writing. | A written reply settles a point the order leaves open. | Paragraphs 5(4) and 6 |
| Day 30 | Work out each head before GST, within its cap and the Rs 25 lakh yearly ceiling. | In the claims we file, the 75 percent is worked out before GST. | Paragraphs 3 and 4; our practice |
| After 31 March | Renew the Bureau registration before you file. | Applying under Bureau schemes needs renewal by 30 June. | Bureau registration instructions |
| Once the papers are ready | File online with copies of all the records. | Every required record goes in with the claim. | Paragraph 5(2) |
| After filing | Correct your own mistakes, and answer any query, within 15 days. | An incomplete claim left for 15 days is cancelled automatically. | Paragraphs 5(3) and 5(4) |
| Day 120 | Treat this as the last date to file, as we count it. | A later claim falls outside the order. | Paragraph 5(1) |
Illustrative example, counted our way: for a fair that runs from 10 to 14 February 2027, 90 days before is 12 November 2026, day 30 is 16 March 2027 and day 120 is 14 June 2027. Try your own dates in the free UP export subsidy deadline calculator.

Choosing the stall contractor
The organiser’s hall rules, not Government Order 811, decide which stall contractor you may use. In the claims we file, the contractor’s bill counts as space rent together with the organiser’s bill, within the category cap, so it must be in the unit’s name like the space bill.
At the UP International Trade Show, the exhibitor help page, as recorded on 4 October 2026, lets an exhibitor bring any contractor who holds a valid electrical licence and is on the panel of approved contractors of any government department. The same page lists 88 stall contractor firms. How a firm joins that list is not published, so stall builders should check with India Exposition Mart Ltd.
Five checks before you sign a stall contractor
- The organiser allows the firm to build in that hall.
- The firm bills your unit directly, in its registered name, with GST on its own line.
- The bill names your stall at that fair, so it matches the organiser’s space bill.
- The firm does not book the floor space for you.
Stall builders can read our partner page for stall builders, event firms and web designers. Exhibitors at the 2026 show can read our post on the UP International Trade Show 2026 claim.
The two stall bills: the organiser’s and the contractor’s
Categories 1(a) and 3(a) of Government Order 811 pay “75 percent of the actual amount spent as space rent”, in our English rendering of the Hindi order. In the claims we file, stall building counts as space rent, whether the organiser sells a built-up stall or the unit hires a stall builder, within the category cap. The order names space rent only, so check with your District Industries Centre. Separate bills remain good practice, as each is easy to match with its payment.
| Point | The organiser’s bill | The contractor’s bill |
|---|
| Who issues it | The organiser, or the council running a pavilion | The stall builder you hire |
| What it covers | Floor space, or the organiser’s built-up stall | Structure, lighting, furniture, graphics |
| Named in Government Order 811 | Yes, as space rent | Not by name |
| In the claims we file | Space rent, built-up stall included | Space rent too, added to the organiser’s bill within the cap |
| Ask your DIC | Is a built-up stall accepted as space rent | Is stall building accepted as space rent |
Illustrative example: one stall, built two ways
| Line | Bare space plus contractor | Organiser’s built-up stall |
|---|
| Organiser’s bill before GST | Rs 50,000 | Rs 80,000 |
| Contractor’s bill before GST | Rs 40,000 | Nil |
| Stall cost counted as space rent | Rs 90,000 | Rs 80,000 |
| Claim: 75 percent, category 3(a) cap Rs 75,000 | Rs 67,500 | Rs 60,000 |
| Out of pocket for the unit | Rs 22,500 | Rs 20,000 |
Round numbers, not any fair’s prices, all before GST. Both columns rest on our practice of counting stall building as space rent. Once the whole stall cost reaches Rs 1,00,000, 75 percent of it meets the Rs 75,000 cap of category 3(a) and the rest stays with the unit. Pick the stall your buyers need, and check with your DIC first.
What first-time exhibitors get wrong
First claims often fail on a few words of Government Order 811, here in our English rendering:
- “At the time of the work” (paragraph 2). Not the filing date. Our post register first, spend later explains why.
- “Space rent” (categories 1(a) and 3(a)). In the claims we file, stall building counts too, within the cap. Hotels and freight do not.
- “Individually” (headings of categories 1 and 3). Each firm in a shared stall must claim on its own.
- “Only one person” (categories 1(b) and 3(b)). Not everyone who staffed the stall.
- “The date the fair ends” (paragraph 5(1)). Not the invoice date or the day you got home.
Where two official documents pull apart
Government Order 811 names space rent only, while the UP International Trade Show help page expects a bare space exhibitor to bring a contractor, so a first-timer holds two bills. In the claims we file both count as space rent, but the order does not say so in words.
The Bureau’s instructions end a registration on 31 March with renewal by 30 June, while paragraph 2 of Government Order 811 tests the time of the work, so a booking between 1 April and renewal sits in a gap. Renew early in April, and check with the Export Promotion Bureau UP before booking.
Who this checklist fits and who it cannot help
- An MSME exporter unit of Uttar Pradesh with Udyam registration and an IEC.
- A fair that passes category 1(c) or 3(c) of Government Order 811.
- Both registrations before booking, and payment from the unit’s account.
- A unit outside Uttar Pradesh, or one that is not an MSME.
- A stall booked before both registrations existed.
- A visitor without a stall.
- A service exporter, which claims under Government Order 837/18-4-2025 with its own caps, explained in our guide to UP fair support for service exporters.
- A stall cost already supported under another scheme for the same purpose (paragraph 8).

Edge cases at a first fair
You share one stall with another unit
Each firm claims on its own: in a shared stall, every firm must file its own claim, with its own bills in its own name. The headings of categories 1 and 3 of Government Order 811 speak of a unit taking part individually. Check with your District Industries Centre before you book.
The fair ends before 31 March and you file after it
Paragraph 4 of Government Order 811 caps one unit’s claims at Rs 25 lakh per financial year, but does not say which year’s ceiling applies here. Renew the Bureau registration first, and check the ceiling with the Export Promotion Bureau UP.
Filing and after filing, stage by stage
- Filing. File online with copies of all required records, under paragraph 5(2) of Government Order 811. Your DIC gives you the route.
- The first 15 days. Paragraph 5(3) lets you correct your own mistakes for 15 days from the application date.
- District check. The Deputy Commissioner Industry examines it within 21 days. An incomplete claim gets 15 days for the missing records under paragraph 5(4), or it is cancelled automatically.
- Bureau and committee. The Bureau takes a recommended claim within 15 days (paragraph 5(7)). The Authorised Committee approves claims first come, first served. Payment goes by Direct Benefit Transfer (DBT) within the budget (paragraph 7).
- The lapse rule. A claim after day 120 falls outside paragraph 5(1), with no appeal route. Registration dates, the payer and the billed name cannot change later.
- Fast track. None exists. Paragraph 9 gives payment priority to units at fairs sponsored by the state or held through the Bureau or UPEPC.
Five kinds of first-time exhibitor
- A manufacturer at a fair in India. Large bare space alone can reach the Rs 75,000 cap of category 3(a).
- A unit abroad in a council pavilion. Category 1(b) caps travel at the unit’s own space rent spending.
- A partnership sending two partners. Categories 1(b) and 3(b) pay one person.
- A unit sharing a stall with a sister concern. Each firm claims on its own.
- A unit registered last financial year. Check the Bureau’s 31 March end date.
Cautionary tale, illustrative composite: a first-time handicraft unit let its stall builder book the floor space at a fair abroad in the builder’s own name. It held no space rent bill in its own name, and category 1(b) ties travel to that spending. The point of no return was the booking, 60 days before the fair.
How Rasp International helps
Rasp International is an ISO 9001:2015 certified consultancy, founded in 2019, that has served 500+ exporters since 2019.
- We sign a non-disclosure agreement (NDA) and a service level agreement (SLA) with every client.
- We file the claim on your behalf in your unit’s name, and give an authority letter only when you ask for one.
- You and we both hold the portal logins, kept safe and confidential.
Checks Rasp International does before a fair
- The Export Promotion Bureau UP and UPEPC registration dates against the stall booking date.
- The fair’s organiser or recognition, against categories 1(c) and 3(c) of Government Order 811.
- The booking and the payment, both in the unit’s name and from the unit’s account.
- Every stall bill in the unit’s name, with GST on its own line.
- The unit’s remaining room under the Rs 25 lakh yearly ceiling in paragraph 4 of Government Order 811.
- The claim window: the fair’s last day and day 120, as we count it.
In Rasp International’s experience, the Export Promotion Bureau UP has been helpful and responsive. We promise no approval and no payment date. Government Order 811 leaves both to the Authorised Committee and the budget. Organisers and associations can also invite our free export help desk to their fair.
Honest limits
- No checklist can save a stall booked before both registrations. Paragraph 2 of Government Order 811 looks at the time of the work.
- Government Order 811 does not name stall building. We count it as space rent, but a District Industries Centre may read the order differently, and above the cap the cost stays with the unit.
- The order sets no payment date. Approval and payment depend on the committee and the budget under paragraph 7.
What Is Not Yet Notified, Checked on 19 October 2026

Frequently asked questions
What should I do before my first trade fair to claim the UP subsidy?
Register with the Export Promotion Bureau UP and UPEPC before you book, get proof that the fair passes category 1(c) or 3(c) of Government Order 811, pay for the stall from the unit’s own account and get every stall bill in the unit’s name with GST on its own line.
How early should I register with the Export Promotion Bureau and UPEPC before a fair?
Before you book or pay anything for the stall. Paragraph 2 of Government Order 811 pays only units registered with both bodies at the time of the work. We suggest starting 90 days before the fair, because the later of the two registration dates is the one that counts.
Can I claim the stall contractor’s bill under Government Order 811?
In the claims we file, yes. A stall builder’s bill counts as space rent together with the organiser’s bill under categories 1(a) and 3(a) of Government Order 811, before GST and within the category cap. The order names space rent only, so check with your District Industries Centre before you file.
Does a built-up stall from the organiser count as space rent?
In the claims we file, yes. A built-up stall billed by the organiser is treated as space rent under categories 1(a) and 3(a) of Government Order 811, before GST and within the cap. The order names space rent only, so check with your District Industries Centre first.
Is the 75 percent worked out before or after GST?
Government Order 811 does not say. In the claims we file, the 75 percent is worked out on space rent and fare before GST, and the cap applies to that. Ask for GST on a separate line of every bill, and check the point with your District Industries Centre.
Who can travel on the claim for a trade fair?
One person: the proprietor, a partner, a director or a person the unit has authorised, under categories 1(b) and 3(b) of Government Order 811. The fare must be economy class. For a fair abroad, the travel payment can never exceed the unit’s own space rent spending.
What proof should I collect at the fair itself?
Collect the organiser’s confirmation that your unit took part, dated photographs of the stall with your name board and every ticket and boarding pass. Paragraph 5(2) of Government Order 811 asks for copies of all required records at filing, and photographs can only be taken while the fair is on.
When does the 120 day claim window start for a trade fair?
From the date the fair ends, under paragraph 5(1) of Government Order 811, not from the booking or invoice date. In the claims we file, the day after the fair ends is day 1. For a fair ending on 14 February 2027, day 120 is 14 June 2027.
What happens if the district finds my fair claim incomplete?
Under paragraph 5(4) of Government Order 811, the gaps are recorded on the portal and you must upload the missing records within 15 days, or the claim is cancelled automatically. Once you complete it, the district examines it again within 21 days.
Can I claim if my stall was in a council pavilion with central support?
Paragraph 8 of Government Order 811 allows assistance only if the unit has not taken a full or partial benefit of a similar nature for the same purpose under any central or state scheme. Ask the council in writing what support your stall carried, and check with your District Industries Centre.
Do I need a consultant to file a trade fair claim?
No. Under Government Order 811 the exporter unit files online itself, and your District Industries Centre can give you the route. A consultant helps when no one in the unit can track the dates, check the bills and answer district queries within the 15 days that paragraph 5(4) allows.
What happens if I get the trade fair claim wrong?
It depends on the mistake. A gap in the papers can be filled within the 15 days of paragraph 5(4) of Government Order 811. A booking before registration, a filing after day 120 or a knowingly false fact cannot. Paragraph 11 provides for recovery as revenue dues and blacklisting.
Your checklist for this week
- Check both registration certificates, and apply for whichever is missing.
- Ask the organiser for the letter or notice that shows who organised, recommended or notified the fair.
- Ask the organiser whether it sells bare space or built-up stalls, and in whose name it bills.
- Write the fair’s last day and day 120 into your calendar.
