The short answer
To claim any UP export subsidy, register with both the Export Promotion Bureau UP and the UP Export Promotion Council (UPEPC) before you book, pay or ship. Government Orders 811, 828, 829 and 830 dated 6 November 2025, 836 and 838 dated 10 November 2025 and 874 dated 3 December 2025 pay only MSME exporter units of Uttar Pradesh registered with both bodies at the time of the work. The orders never define the work.
The rule that decides everything: if either registration is missing or lapsed on the day you book, pay or ship, treat that expense as lost for the subsidy.

Why we wrote this guide
Under GO 811 dated 6 November 2025, one unit can claim up to Rs 25 lakh of marketing support a year, and all of it depends on two registration dates. The Export Promotion Bureau UP instructions add a second trap: a Bureau registration is valid only up to 31 March of the financial year in which it was filed.
Rasp International prepares and files UP subsidy claims for exporters across Uttar Pradesh. The first check in every file is both certificate dates against the first booking or payment, because perfect invoices cannot save a claim that fails that comparison.
What the UP export subsidy registration rule is
The UP export subsidy registration rule is an eligibility condition that limits every exporter subsidy under the UP Export Promotion Policy 2025-30 to MSME units of Uttar Pradesh registered with both the Export Promotion Bureau UP and UPEPC at the time of the work, administered by the Export Promotion Bureau UP under GO 684 dated 3 September 2025.
The Export Promotion Bureau UP is a state body set up in 1999 that runs the export schemes, according to epb.up.gov.in; its Export Commissioner chairs the Authorised Committee in six of the seven orders. UPEPC is the state’s own export promotion council, and its Director sits on the GO 828 committee.
Neither replaces Udyam registration (your MSME identity) or the Importer Exporter Code (IEC). A central Registration cum Membership Certificate (RCMC) is a separate document: GO 836 needs none, and no order accepts one instead of the two state registrations. Our guide to every UP export subsidy scheme covers the money side.
What counts as the work in each UP subsidy order
The orders do not define “the time of the work”. The safe reading, which Rasp International applies to every file, is the earliest act that commits money: the first booking, the first payment or the dispatch of goods. The claim window start is a different date and is not the registration test. Benefits below are from the orders; the third column is our safe reading.
| Order and category | The work (safe reading) | Hold both registrations before | Proof the claim papers ask for |
|---|
| GO 811, 1(a): fair abroad, space rent, 75% up to Rs 3.25 lakh | Stall booking and payments | First booking or deposit | No claim form printed in GO 811; keep both certificates |
| GO 811, 1(b): air travel abroad, one person, up to Rs 1.25 lakh | Ticket booking | Ticket booking | As for 1(a) |
| GO 811, 2: virtual B2B fair, up to Rs 25,000 | Participation payment | That payment | As for 1(a) |
| GO 811, 3(a): fair in India, space rent, up to Rs 75,000 | Stall booking and payments | First booking or deposit | As for 1(a) |
| GO 811, 3(b): travel to an India fair, up to Rs 30,000 | Ticket booking | Ticket booking | As for 1(a) |
| GO 811, 7: foreign media advertising (category 7 total Rs 1 lakh) | Ad booking and payment | Ad booking | As for 1(a) |
| GO 811, 7: catalogue printing | Print order and invoice | Print order | As for 1(a) |
| GO 811, 7: website development | Developer contract and payments | Signing or paying the developer | As for 1(a) |
| GO 811, 7: digital content, digital marketing, social media ads | Campaign spend | First campaign payment | As for 1(a) |
| GO 811, 8: trade samples, up to Rs 2 lakh a year | Each sample dispatch | First sample dispatch | As for 1(a) |
| GO 811, 9: quality certification, 75% of cost | Fees and audits with the certifier | First fee to the certifier | As for 1(a) |
| GO 828: full container by ICD or CFS, up to Rs 20,000 per 20 ft or Rs 40,000 per 40 ft | The shipment | Goods leaving your site | Annexure I: EPBUP, UPEPC and Udyam lines |
| GO 828: full container by truck, or truck plus ICD | The shipment | Truck leaving your site | Annexure I lines |
| GO 828: LCL, units with average exports up to Rs 5 crore | The shipment | Goods leaving your site | Annexure I lines |
| GO 829: perishable and farm goods by air, 30% or Rs 150 per kg | Goods sent by air | Air cargo booking | Annexure 1 lines plus copy of EPB and EPC registration |
| GO 829: UP origin industrial goods by air | Goods sent by air | Air cargo booking | As above |
| GO 830: ECGC premium, up to 30% | Each premium payment | First premium of the quarter | No number field; registration copies in the document list |
| GO 836: export growth, 1% of FOB growth | The claim year’s exports | 1 April of the claim year | Annexure I items 8 and 9 |
| GO 838: DNK postage, 75% of net postage | Each DNK shipment | First DNK booking of the quarter | Annexure I item 6: EPBUP, UPEPC and Udyam lines |
| GO 874: e-commerce onboarding, 75% of first year fees | Sign up and first year fees | Platform sign up | UPEPB and UPEPC Membership No. lines; Date of Onboarding |
Point of no return: the registration test looks back to the first booking or payment. The 120 day window that GO 811 counts from the end of a fair does not move that date.
For a GO 811 fair claim, the safe registration date is the day you book or pay for the stall, not the day the fair opens.Windows by date are in our UP export subsidy deadlines calendar, and fair heads in the UP trade fair subsidy guide.

Old scheme summaries versus the current orders
An older, undated scheme summary is still published on upepc.org under UP Govt. Scheme. It names a different second registration, an older air freight cap and no timing rule, so check which version you are reading.
| Point | Older summary on upepc.org | Current order | What it means |
|---|
| Second registration for fairs, samples and certification | Concerned District Industries Centre | UPEPC (GO 811) | Register with UPEPC |
| Registration for gateway port freight | Bureau and District Industries Centre, small scale units | Bureau and UPEPC, MSME units (GO 828 paragraph 10) | MSME test replaces small scale |
| Registration for air freight | Bureau only | Bureau and UPEPC (GO 829) | UPEPC now needed |
| Bureau validity | 1 year in the first instance | To 31 March, renew by 30 June (Bureau instructions) | Diarise 31 March |
| Air freight cap per unit | Rs 5 lakh a year | Rs 10 lakh a year (GO 829) | Higher cap, same discipline |
| Part container loads | Not mentioned | LCL for units with average exports up to Rs 5 crore (GO 828) | Small exporters can claim |
| Timing of registration | Not stated | At the time of the work (all seven orders) | Dates decide claims |
| Schemes needing registration | Fairs, publicity, samples, certification, freight and air freight | Adds GO 830, 836, 838 and 874 | More spending at stake |
Section 5 of the official policy text says an amendment will not withdraw an incentive already granted. That protects sanctioned money, not an expense that failed the registration test.
Where official sources disagree on registration
Four official sources word the UP registration rule differently. Meet the strictest.
GO 828 order versus affidavit: paragraph 10 of GO 828 dated 6 November 2025 requires registration at the time of the work, but the Rs 10 affidavit printed in the same order quotes paragraph 10 as registration “at the time of applying”. Hold both registrations on the shipment date and the filing date. The Authorised Committee interprets the order, so the affidavit wording will not rescue an earlier shipment.
The policy names one body. Section 8 of the official policy text, and the Invest UP summary updated 25 January 2026, say units registered with the Export Promotion Bureau UP are eligible. The seven scheme orders also require UPEPC, and the orders decide claims.
UPEPC asks for a retired document. The UPEPC membership page asks manufacturers for a Udyog Aadhaar Memorandum, but paragraph 7 of Notification S.O. 2119(E) dated 26 June 2020 made UAM holders register again on Udyam. Upload your Udyam certificate.
Bureau validity leaves an April gap. The Bureau’s instructions end registration on 31 March and allow renewal by 30 June, while the orders test the date of the work. Renew in early April.
To verify, save dated prints of both official pages and put grey areas to the Bureau in writing. UP government orders can be checked for authenticity on shasanadesh.up.gov.in.
Who can register and claim
Every condition below must hold on the date of the work.
Who qualifies
- An MSME under the 2006 Act as amended, with a current Udyam registration.
- A unit of Uttar Pradesh; under GO 829 the goods must also be of Uttar Pradesh origin.
- An active IEC, asked for in every claim form the orders print.
- Current Bureau registration and current UPEPC membership.
- Manufacturer or merchant: GO 830 names both, and the GO 829, 836 and 838 forms offer both boxes.
- For GO 836: three years of exports with no zero FOB year.
The GO 838 affidavit asks for your category under the notification of 21 March 2025, which is Ministry of MSME Notification S.O. 1364(E), in force from 1 April 2025:
| Category | Investment in plant and machinery or equipment (Rs crore, at most) | Annual turnover (Rs crore, at most) |
|---|
| Micro | 2.5 | 10 |
| Small | 25 | 100 |
| Medium | 125 | 500 |
Under the principal Notification S.O. 2119(E) dated 26 June 2020, exports are left out of turnover for classification (paragraph 5(1)), and crossing either limit moves a unit up a category (paragraph 3(2)).
Who is not eligible
- A unit above Rs 125 crore of investment or Rs 500 crore of turnover.
- A unit located outside Uttar Pradesh.
- A unit holding only one of the two registrations.
- Any expense booked, paid or shipped before both registrations.
- A unit that took a similar benefit for the same purpose under another central or state scheme.
- A unit blacklisted for misuse or for knowingly false or hidden facts.
Edge cases that decide a registration claim
Each case below is an illustrative example with round numbers.
Bureau registration lapsed on 31 March and renewed in late April
A Kanpur unit’s Bureau registration, filed in August 2025, ran to 31 March 2026. The unit paid an ECGC premium on 3 April and renewed on 25 April. GO 830 paragraph 3 requires registered membership of both bodies at the time of the work, and the 30 June date speaks of eligibility to apply, not cover for earlier work. That premium is at risk.
Stall deposit paid before registering, fair held after
A unit pays a stall deposit on 1 July, registers on 1 August and exhibits in October. GO 811 paragraph 3, category 1(a), pays 75% of space rent, and paragraph 5(1) starts the 120 day window when the fair ends. The window does not change the registration test, so expect the stall line to fail, and ask the Bureau before claiming travel for that fair.
Bureau registration in hand, UPEPC membership pending
Every order names both bodies in one condition. GO 836 Annexure I asks for the Bureau number at item 8 and the UPEPC number at item 9. Your real start date is the later of the two certificate dates.
Registered part way through the GO 836 claim year
GO 836 dated 10 November 2025 pays 1% of FOB growth, up to Rs 20 lakh, claimed online by 30 November of the next financial year, and does not address a part year registration. Hold both from 1 April of the claim year; our UP export performance incentive guide has the calculation.

Already spent before registering: what to do now
Apply today to whichever body is missing, then sort past expenses: before both certificates (drop), after both (claim) and unclear (ask the Bureau in writing).
| Situation | Safe reading | What to do now |
|---|
| Stall deposit paid, fair still ahead | Stall and linked travel likely fail | Register now; claim only with written Bureau comfort |
| Container shipped earlier | Fails GO 828 paragraph 10 | Claim only later containers |
| Bureau only, no UPEPC | No expense qualifies yet | Apply to UPEPC; the later date counts |
| Bureau lapsed 31 March, renewed in May | April and May work at risk | Ask the Bureau; renew early from now on |
| Some DNK parcels sent earlier | Earlier parcels fail GO 838 | Claim only later parcels |
| ECGC premium paid earlier | Fails GO 830 paragraph 3 | Register before the next premium |
| Platform fees paid earlier | GO 874 claim lost | Read the warning below |
No second first year: the GO 874 claim form declaration ties the claim to the unit’s first registration on an international e-commerce platform, so a later platform should not be expected to restart the claim. Read our UP e-commerce onboarding assistance guide before you sign up.
Match the date on every invoice, airway bill or postal bill with both certificate dates before it goes into a UP claim. How to register with the Bureau and the Council, stage by stage
Registering for UP export subsidies means two online applications: Bureau registration on epb.up.gov.in and UPEPC membership on upepc.org. Section 6 of the official policy text names the Bureau as the implementing body. File both together, because the later date counts.
Stage 1: before you apply
- MSME. Check your Udyam category. Udyam is free and needs no renewal, per the Udyam portal.
- IEC. Match the firm name and UP address on your Importer Exporter Code and GST certificate.
- Export value. Get a bank or CA certificate of last year’s export value for the Bureau, and an original CA certificate of two years’ export turnover for UPEPC.
- The rest. GST certificate, a partners or directors list with addresses and a mobile and email for OTPs.
The Bureau asks for the IEC and an export value certificate; UPEPC adds a two year CA turnover certificate and GST proof.Stage 2: filing with both bodies
Export Promotion Bureau UP registration is an online exporter registration that gives a unit its Bureau number. UPEPC membership is a council membership that gives the UPEPC number.
| Point | Bureau registration (epb.up.gov.in) | UPEPC membership (upepc.org) |
|---|
| How you start | Accept terms, create an exporter login as manufacturer, merchant or prospective exporter | Pay the fee by NEFT, then start the form with a mobile OTP |
| Papers | Signed system generated form, IEC, export value certificate, fee proof | Self certified IEC, CA turnover certificate, partners list, MSME registration for manufacturers, GST certificate, UTR |
| Fee shown on 8 October 2026 | Rs 200 a year; renewal Rs 100, or Rs 200 after 30 June | Entrance plus annual fee with 18% GST, two slabs split at Rs 50 lakh export turnover |
| Certificate | System generated once complete | Timing not stated |
| Validity | Financial year of filing, to 31 March | Not stated |
| Where the number goes | EPBUP line (GO 828, 829, 838), item 8 (GO 836), UPEPB Membership No. (GO 874) | UPEPC line, item 9, UPEPC Membership No. |
| Enough on its own | No | No |
Pay only into the official account: copy bank details from epb.up.gov.in or upepc.org on the day you pay, never from a forwarded message, and keep the UTR (bank reference) with the certificate.
Stage 3: after you register
Save both certificates as dated PDFs, copy the numbers exactly into each form and keep both registrations current until every open claim is paid.
How long registration takes
Neither body publishes a processing time. The Bureau’s certificate is system generated once every entry and paper is in; UPEPC states no time. Rasp International plans at least 30 days before the first claimable payment, a planning buffer rather than a rule.
The lapse penalty and the fast track
A late Bureau renewal costs more, but the real penalty is a gap in cover. Each order gives 15 days to self correct and 15 days to answer a revert; neither fixes a missing registration. There is no fast track, only payment priority for units that joined fairs through the state, the Bureau or UPEPC.
Keep the dated certificates from both bodies with every claim, because the certificate date proves registration at the time of the work. How UP online forms work: the Directorate’s rules
For its own online schemes, the Directorate of Industries and Enterprise Promotion on msme.up.gov.in asks applicants to register under Applicant Login, change the password, read the scheme’s mandatory attachments, upload JPEG or PDF scans of 300 KB or less and a 20 KB photo, check the printed draft and final submit. No edits are possible after final submit.
Which portal takes your claim: the orders say claims are filed online but print no web address. We did not find the export subsidies among the Directorate’s schemes on 8 October 2026, while the Bureau’s home page shows scheme application cards. Confirm with the Bureau.
Sector examples from Uttar Pradesh
All six are illustrative examples with round numbers, worked from the verified rates. None is a client.
Engineering and metalware, Moradabad
Stall rent abroad of Rs 4,00,000 and one air ticket of Rs 1,00,000. GO 811 pays 75%: Rs 3,00,000 (under the Rs 3.25 lakh cap) plus Rs 75,000. Key paper: the organiser’s stall invoice. Pitfall: the deposit, paid months early, must follow both certificates.
Textiles and carpets, Bhadohi
One 40 ft container by ICD, freight Rs 1,00,000 before GST. GO 828 pays the lesser of 30% and Rs 40,000: Rs 30,000. Key papers: the ICD or CFS verification report and a CA certificate with UDIN. Pitfall: an April container leaving before the Bureau renewal. See the gateway port freight subsidy guide.
Handicrafts and glassware, Firozabad
Rs 60,000 of net postage in a quarter through a Dak Ghar Niryat Kendra (DNK, an India Post export office). GO 838 pays 75%: Rs 45,000, inside Rs 1,00,000 a year. Key paper: the DNK verification countersigned by a senior postal officer. Pitfall: parcels booked before the later certificate date. See the DNK subsidy guide.
Food and agriculture, Lucknow
2,000 kg of mangoes by air, freight Rs 2,40,000. GO 829 pays the lesser of 30% (Rs 72,000) and Rs 150 per kg (Rs 3,00,000): Rs 72,000. Key papers: airway bill and bank realisation certificate. Pitfall: the cargo booking must follow both certificates. See the air freight subsidy guide.
Leather and footwear, Kanpur
An ECGC premium of Rs 80,000 in a quarter (ECGC is the Government of India’s export credit insurer). GO 830 pays up to 30%: Rs 24,000. Key paper: the ECGC branch certificate. Pitfall: a premium paid on 2 April after the Bureau registration lapsed on 31 March.
Cautionary tale: the platform fee paid early, Noida
An apparel unit pays Rs 2,00,000 of first year marketplace fees, before taxes, on 10 May 2026; both certificates arrive on 2 June 2026. GO 874 would have paid 75%, Rs 1,50,000, after a year of active selling. The form’s Date of Onboarding shows 10 May. The point of no return was that payment, three weeks early. GO 874 also covers only committee notified platforms, and no list had been seen as of 8 October 2026.
How Rasp International handles it
Rasp International settles the registration dates before a rupee is committed, in seven steps.
- MSME check. We confirm your Udyam category. The orders test MSME status first.
- Paper match. We align name and address across IEC, GST and Udyam. Mismatches stall registration.
- Filing. We prepare and file both registrations in your unit’s name, or guide your team. Both must precede any claimable spend.
- Fees. We pay government fees and recover them at actual on a separate debit note; our fee is a separate GST invoice. Money reaches the right account.
- Access. Logins stay with you and our team, under a confidentiality agreement and encrypted storage. Renewals never wait on one person.
- Date audit. We map every planned fair, shipment, premium, parcel and platform fee against both certificate dates. This mistake cannot be repaired later.
- Renewal and reconciliation. We renew in early April and check every invoice date before filing. A lapse or a wrong number turns a valid claim into a rejection.
Honest limits of registration
Both registrations are necessary for every UP exporter subsidy, but not sufficient. Registration will not:
- Reach backwards. No order allows back-dating, or later validation of an earlier expense.
- Decide approval or payment. The Authorised Committee decides, first come, first served within the year’s budget, with no printed decision deadline or payment date.
- Replace other conditions. MSME status, claim windows, the similar benefit bar and each order’s own rules still apply.
Not yet confirmed
Not settled as on 8 October 2026, with how to check each:
- What the committee treats as the work under each order. Write to the Bureau before a large spend.
- Whether April work is covered by a renewal made before 30 June. Ask the Bureau; renew early meanwhile.
- UPEPC membership validity and renewal date. Check your certificate and the Council office.
- Whether a first time exporter without two years of turnover can join UPEPC, and whether UPEPC accepts Udyam where its page asks for a UAM. Ask the Council.
- Which web portal takes each claim. Ask the Bureau or your district centre.
- Whether the Bureau’s undated instructions apply unchanged to the 2025 orders. Ask the Bureau.
- How GO 836 treats a part year registration, and whether a lapse between filing and payment matters. Ask the Bureau in writing.
Frequently asked questions
How do I register with the Export Promotion Bureau UP?
Open Membership on epb.up.gov.in, accept the terms and create an exporter login. Fill every field, attach the signed form, IEC, a bank or CA certificate of last year’s export value and fee proof, then download the system generated certificate. Renew it every year.
How do I apply for UPEPC membership?
Use Online Membership Application on upepc.org. Pay the fee for your turnover slab by NEFT first, then enter firm details and verify the mobile OTP. Upload the IEC, a two year CA turnover certificate, partners list, MSME registration, GST certificate and the payment UTR.
Can I register after the trade fair and still claim the UP subsidy?
Not for that fair. GO 811 dated 6 November 2025 requires both registrations at the time of the work. The safe reading treats the stall booking and payment as the work, so a registration dated after them should be expected to fail.
Is Udyam registration enough for UP export subsidy?
No. Udyam proves MSME status, which every UP exporter order requires, but the orders also require Export Promotion Bureau UP registration and UPEPC membership at the time of the work. You need all three, plus an IEC. Udyam itself is free and never needs renewal.
Does a central RCMC replace EPB and UPEPC registration?
No. A Registration cum Membership Certificate from a central export promotion council is a separate document. The UP orders name the Export Promotion Bureau UP and UPEPC, and the claim forms ask for those numbers. GO 836 needs no RCMC but still needs both.
When does Export Promotion Bureau UP registration expire?
The Bureau’s instructions on epb.up.gov.in say registration is valid only for the financial year of filing, up to 31 March. Renewal by 30 June keeps a unit eligible for Bureau schemes in the new year. Renew in early April to avoid any gap.
How long does EPB and UPEPC registration take?
Neither body publishes a processing time. The Bureau says its certificate is system generated once every entry, paper and fee proof is in; UPEPC gives no time. Allow at least 30 days before the first claimable payment, as a planning buffer rather than a rule.
Is the UP export subsidy taxable?
The seven UP orders say nothing about income tax or GST on the money, so the orders confirm nothing either way. Ask your chartered accountant how to book the receipt and treat it for income tax, and keep the sanction and bank credit papers together.
How is the UP export subsidy money paid?
Approved claims are paid by Direct Benefit Transfer into the unit’s bank account, first come first served, within that year’s budget. The Authorised Committee may carry unpaid claims to the next year. No order prints a payment date or a decision deadline.
What can I do if my UP subsidy claim is rejected for registration?
The UP orders print no appeal route. If both registrations existed on the date of the work, write to the Bureau with both dated certificates. If they did not, the expense cannot be repaired. Rasp International can review the file, but help depends on the case.
How long should I keep UP subsidy registration records?
The orders print no retention period, but each order allows full recovery as arrears of land revenue if misuse or false facts come to light later. Keep certificates, renewal receipts, invoices and claim copies as long as your chartered accountant advises.
Can I correct a wrong EPB or UPEPC number after filing?
Yes, within limits. Every order allows 15 days from the application date to correct your own mistakes. A claim reverted as incomplete must be fixed within 15 days or it is cancelled automatically. A knowingly false number risks recovery and blacklisting.
What happens if I miss the UP subsidy claim deadline?
The claim fails. GO 828 and GO 829 say late claims are not accepted, and GO 838 says they are not considered. Windows run from 45 days after the quarter under GO 838 to 180 days under GO 828 and 829; GO 836 closes on 30 November.
Can I claim a UP subsidy and a central scheme for the same cost?
No. Every UP order bars assistance where the unit took a full or partial benefit of a similar nature for the same purpose from any central or state scheme, and the claim affidavit asks you to confirm it. Different costs under different schemes are a separate question.
Do I need a consultant to register or claim UP export subsidy?
No. A unit can file both registrations and every claim itself. A consultant helps with date checks, papers and renewals. When engaged, Rasp International files in your unit’s name with logins held by both sides, or guides your team if you prefer to file.
Your checklist for this week
- Download both certificates and note the issue and expiry date of each.
- List every fair, shipment, premium, parcel and platform fee planned for the next 90 days with its booking or payment date.
- Apply today to whichever body is missing, using only epb.up.gov.in and upepc.org.
- Set a 1 April reminder to renew the Bureau registration before any claimable spend.
