Partner With Rasp International: Refer Exhibitors, We File Claims

Last Updated: October 18, 2026 by Pratham Agarwal, Rasp International

The short answer

If you build stalls, run events or lead an association, your exhibitor clients in Uttar Pradesh may be able to claim back 75 percent of their stall space rent and one person’s travel under Government Order 811/18-4-2025 dated 6 November 2025, within 120 days of the fair. Rasp International checks their eligibility, prepares the papers and files the claim in the exhibitor’s name. You introduce the exhibitor, we do the filing and nothing about your client is shared until a non-circumvention agreement is signed between us.

The rule that decides everything: the exhibitor must be registered with the Export Promotion Bureau UP and the UP Export Promotion Council before the stall is booked, so the best time to introduce us is before the fair, not after.

Verified as on 18 October 2026 against Government Order 811/18-4-2025 dated 6 November 2025 (Quick Export Development Incentive Scheme), Government Order 837/18-4-2025 dated 10 November 2025 (marketing support for service exporters) and the UP Export Promotion Policy 2025-30. Who this page is for

  • Stall builders and fit-out contractors who build for exhibitors at fairs in India and abroad, including the contractors on the exhibitor help page of the UP International Trade Show.
  • Event and exhibition firms that sell space, manage pavilions or take delegations of Indian exporters to foreign fairs.
  • Industry associations, clusters and export promotion bodies whose members exhibit and ask the office what help exists after the fair.
  • Freight forwarders, certification bodies and banks whose clients spend on the heads the UP orders reimburse.

What your exhibitor clients may be able to claim

Government Order 811/18-4-2025 pays a Micro, Small or Medium Enterprise (MSME) exporter unit of Uttar Pradesh 75 percent of certain marketing costs, subject to approval and the budget of the financial year. The fair heads are the ones your clients meet.

Space rent means the floor space billed by the organiser. In the claims we file, a built-up stall package billed by the organiser is treated as space rent, and a separate contractor’s fit-out bill is a different cost. Service exporters have their own fair support under Government Order 837/18-4-2025 dated 10 November 2025: 75 percent of stall rent abroad up to Rs 2 lakh and airfare up to Rs 1 lakh. The full rules, worked examples and the claim route are on our UP trade fair subsidy guide.

How a referral works

Two business partners walking through a garment factory floor
Introduce the exhibitor before the stall is booked. Registration must exist at the time of the work.
1

We sign first

Before any client name passes between us, Rasp International and your firm sign a non-circumvention agreement. It says that we do not approach your clients for your services and you do not take our filing work elsewhere for the clients you introduce.

2

You introduce the exhibitor

Before the fair is best, because registration with the Export Promotion Bureau UP and the UP Export Promotion Council must exist at the time of the work. An exhibitor introduced after the fair can still claim if both registrations already existed when the stall was booked.

3

We check eligibility in writing

Registration dates against the booking date, the fair against category 1(c) or 3(c) of the order and the unit’s remaining headroom under the Rs 25 lakh ceiling. If the claim cannot succeed, we say so and nobody pays for a filing.

4

We file in the exhibitor’s name

The exhibitor signs an NDA and an SLA with us, the exhibitor and Rasp International both hold the portal logins and the claim goes in inside the 120 day window.

5

You stay the client’s contact for your own work

We handle the claim, the queries and the tracking, and we report progress to the exhibitor, not around you.

The referral terms between Rasp International and your firm are set in the agreement we sign, not on this page. We claim no link with the Export Promotion Bureau, the District Industries Centre or any department, and we make no promise that a claim will be approved. Approval and payment rest with the Authorised Committee and the budget of the year.

What you get as a partner

Speaker presenting to association members in a seminar hall
A short talk for members before a fair, with no fee and no client named.
  • A one page eligibility note for each exhibitor you introduce, so you can tell a client in plain words whether a claim is worth filing.
  • A pre-fair checklist your sales team can hand to exhibitors: register first, book the stall in the unit’s name, pay from the unit’s account, keep the organiser’s invoice apart from the fit-out invoice.
  • A named person at Rasp International for your referrals and a reply within the time set in our agreement.
  • For associations, a short talk for members before a fair on what the UP orders pay and what kills a claim. We ask for no fee for the talk.

What we ask of you

  • Introduce exhibitors who are MSME units of Uttar Pradesh, or who are willing to register with the Bureau and the Council before they book.
  • Bill space rent and stall building on separate invoices, in the exhibitor unit’s name, because a single mixed invoice costs the exhibitor part of the claim.
  • Keep the organiser’s recognition letter or notice for each fair, because category 1(c) and 3(c) of Government Order 811 ask who organised, recommended or notified the fair.
  • Promise nothing on our behalf. No partner may tell an exhibitor that a claim is assured, that we have a setting in any office or that a payment date is fixed.

What a partner must never say: “assured subsidy”, “package approved by the government” or “money back assured”. The orders pay a reimbursement subject to approval and budget, and a false claim can be recovered as arrears of land revenue with the unit blacklisted. A partner who sells the claim that way harms the exhibitor and ends our agreement.

Message us about referrals

Tell us what you do and which fairs your clients exhibit at. We explain the referral model, send the non-circumvention agreement and agree a named contact on both sides.

Honest limits

1

We cannot make an ineligible exhibitor eligible

Registration dates, the fair’s status and the Rs 25 lakh ceiling decide the claim before we start.

2

We cannot promise approval or a payment date

Both rest with the Authorised Committee and the budget of the financial year.

3

We do not share your clients

Nothing about an exhibitor you introduce is used for any other service without the exhibitor’s own written consent.

How Rasp International works

Rasp International is an ISO 9001:2015 certified EXIM and DGFT advisory firm that has served 500+ exporters since 2019. We file on the client’s behalf in the client unit’s name, without an authority letter by default and with one when a client asks. We sign an NDA and an SLA with every client, and the client and Rasp International both hold the portal logins, kept safe and confidential. We hold no customs broker (CHA) licence; licensed CHA partners across India handle customs clearance. Read how we work before you refer a client.

What Is Not Yet Notified, Checked on 18 October 2026

  • Whether a built-up stall package billed by the organiser counts as space rent under Government Order 811. The order mentions space rent only; in the claims we file it is treated as space rent. Exhibitors should check with their District Industries Centre.
  • Whether the UP International Trade Show and other state run fairs are accepted under category 3(c). The exhibitor should ask its District Industries Centre in writing before the claim.
  • How a contractor gets onto the exhibitor help page list of the UP International Trade Show. The organiser has not published the route. Check with India Exposition Mart Limited.

Frequently asked questions

What can my exhibitor clients claim back after a trade fair in UP?

Under Government Order 811/18-4-2025 category 3, an MSME exporter unit of Uttar Pradesh may be able to claim 75 percent of stall space rent up to Rs 75,000 and 75 percent of one person’s travel up to Rs 30,000 for an international fair in India, within 120 days of the fair, subject to approval and budget.

Do you pay a referral fee to stall builders and event firms?

The terms between Rasp International and a partner are set in the written agreement we sign, and we do not print them on this page. Nothing is paid or owed until that agreement exists, and no client name passes between us before it is signed. Ask us for the agreement on WhatsApp.

What is a non-circumvention agreement and why do you insist on it?

It is a written agreement that each side will not go around the other to the clients it introduces. We sign it before any exhibitor is named, so your client list stays yours and the filing work stays with us. It protects the exhibitor too, because one firm stays responsible for the claim.

Can an exhibitor claim if the stall was booked before registering with the Bureau?

No. The UP orders pay a unit registered with the Export Promotion Bureau UP and the UP Export Promotion Council at the time of the work. For a fair, the safe reading is that both registrations must predate the stall booking and payment. A registration made after the fair does not help that claim.

Does stall building count as space rent?

Government Order 811 mentions space rent only. In the claims we file, a built-up stall package billed by the organiser is treated as space rent, and a separate contractor’s fit-out bill is a different cost. Bill the two apart so the exhibitor’s claim is clear. Exhibitors should confirm with their District Industries Centre.

Can you file claims for exhibitors outside Uttar Pradesh?

The UP orders pay MSME exporter units of Uttar Pradesh only. For an exhibitor from another state we can check whether a central scheme covers the fair, but the 75 percent stall rent claim on this page is a UP scheme. Tell us the exhibitor’s state before the fair and we will say what applies.

Will you contact my clients directly?

Only for the claim you introduce, and only after the non-circumvention agreement is signed. The exhibitor deals with Rasp International for the filing, the queries and the tracking, and with you for your own services. We do not use an introduced client for any other service without that client’s written consent.

How soon before a fair should an exhibitor be introduced?

Before the stall is booked. Registration with the Export Promotion Bureau UP and the UP Export Promotion Council must exist at the time of the work, and the Bureau registration runs to 31 March with renewal by 30 June. An introduction three months before the fair gives time to register and plan the invoices.

Do associations pay for the member talk?

No. For an association or council we give a short talk to members before a fair on what the UP orders pay, the 120 day window and the mistakes that lose a claim. We ask for no fee and name no client in it. Members who want a claim filed engage us separately.

Can a partner promise members that the subsidy is assured?

No. The orders pay a reimbursement subject to approval by the Authorised Committee and the budget of the financial year, and they set no payment date. A partner who promises an assured subsidy or a fixed date misleads the exhibitor, and such a promise ends our agreement.
