The short answer
The Export Promotion Mission (EPM) is the central umbrella for export support, approved by the Union Cabinet on 12 November 2025 with Rs 25,060 crore for financial years 2025-26 to 2030-31, per the Press Information Bureau (PIB) release. Niryat Protsahan, its first arm, cheapens trade finance; Niryat Disha covers certification, fairs, freight, warehousing and branding. The Directorate General of Foreign Trade (DGFT) has launched 11 interventions, plus the Resilience and Logistics Intervention for Export Facilitation (RELIEF) for Gulf shipments.
The rule that decides everything: almost every EPM benefit depends on a filing tied to the date you borrow, ship or spend: the interest subvention Unique Identification Number (UIN) by the disbursal date or within 15 days of it (Trade Notice 13/2026-27), the TRACE (Trade Regulations, Accreditation and Compliance Enablement) Intent-to-Claim before the certificate (Trade Notice 26/2025-26) and the inland freight (LIFT) Intent-to-Claim before transport (Trade Notice 29/2025-26). Export factoring is the exception, because Trade Notice 32/2026-27 dropped its UIN.
Verified as on 27 October 2026 against the PIB release on the Cabinet approval of the Export Promotion Mission dated 12 November 2025, DGFT Trade Notices 19/2025-26 to 32/2026-27 that launch and amend each intervention, and DGFT Notifications 65/2025-26, 11/2026-27 and 37/2026-27 on RELIEF. Why this page exists
Many exporters read EPM as a replacement for every older incentive. It is not. The Cabinet release of 12 November 2025 names the Interest Equalisation Scheme and the Market Access Initiative as examples of the schemes the Mission consolidates and does not mention RoDTEP (Remission of Duties and Taxes on Exported Products), which continues separately to 31 December 2026 under DGFT Notification No. 41/2026-27.
This page is the map: every intervention, the situation it fits and the rules against two claims on one cost. Rasp International is an ISO 9001:2015 certified export and import (EXIM) and DGFT advisory firm, founded in 2019, that has served 500 plus exporters. Each scheme has its own page with documents, stages and failures.
The Export Promotion Mission is a central export support programme that funds cheaper trade finance and non-financial export help for Indian exporters, mainly MSMEs, run by DGFT under the Department of Commerce. The PIB release of 12 November 2025 names textiles, leather, gems and jewellery, engineering goods and marine products as priority sectors hit by recent tariff escalations.
Niryat Protsahan is the money arm: interest subvention (a cut in the interest rate, paid by the government through the lender), credit guarantee cover, factoring support, e-commerce credit and risk sharing for new markets. Niryat Disha is the non-money arm: certification costs, fairs, overseas warehousing, inland freight, training and branding. Trade Notice 29/2026-27 dated 1 October 2026 gave the Sub-Committee on Trade Finance one revised composition for all the Niryat Protsahan finance interventions.

Trade Notice 32/2026-27 dated 26 October 2026 removed the factoring UIN, so a claim now starts from data the factor uploads against your IEC. Notification 11/2026-27 dated 17 April 2026 added Egypt and Jordan to the RELIEF countries. The notice by notice history is in our Export Promotion Mission explainer.
Which EPM scheme fits you
One exporter may use two or three EPM schemes, each on a different cost.Start from the problem. The third column is the condition that most often decides it.
| Your situation | Start with | The condition that decides it |
|---|
| You need cheaper working capital | Interest subvention | Six digit Harmonized System (HS) code on the positive list; UIN by disbursal or within 15 days (Trade Notice 13/2026-27) |
| Your bank wants collateral you do not have | Collateral Support | Export working capital from a CGTMSE member lender; existing CGTMSE cover counts in the Rs 10 crore (Trade Notice 21/2025-26) |
| You sell on marketplaces, by courier or by post | E-commerce credit | Six months of postal or courier exports, or stock abroad or in an export hub (Trade Notice 31/2025-26) |
| You sell invoices to a factor | Export factoring support | A factor recognised by RBI or IFSCA; exports on or after 20 February 2026 (Trade Notice 32/2026-27) |
| Your buyer is in a new or risky market | Emerging Export Opportunities | One of 72 listed countries and a risk score of 60 or more (Trade Notice 32/2025-26) |
| You ship to the Gulf or West Asia | RELIEF Component II | An ECGC policy and a bill of lading or airway bill up to 31 March 2027, energy shipments excluded (Notification 65/2025-26 para 7.2, extended by Notification 37/2026-27) |
| A buyer wants a certificate or audit | TRACE | Intent-to-Claim on Trade Connect before the certificate (Trade Notice 26/2025-26) |
| You want a stall or a buyer seller meet | Market Access Support | Six months as a member of the organising agency (Trade Notice 19/2025-26) |
| You need a warehouse abroad | FLOW | An approved project that gives MSMEs at least 20% of its volumes (Trade Notice 28/2025-26) |
| You ship from a remote district | LIFT | A listed state, a listed product and a haul of 200 km or more (Trade Notice 29/2025-26) |
| You need training or trade intelligence | INSIGHT | Delivered through an EPC or a district export committee, not paid to you (Trade Notice 27/2025-26) |
| You want branding or packaging help | Global Outreach for Branding | Your EPC or association files; the Trust Mark has no start date (Trade Notice 12/2026-27) |
Many units fit two or three rows and may be able to use each on a different cost, subject to approval and the available budget. Incentives outside EPM are on our export incentives page.

How EPM fits with older schemes
One cost, one claim. Each row names the clause that settles it.
| Scheme | Where it stands | The rule that decides it |
|---|
| Interest Equalisation Scheme (IES) | Last extended to 31 December 2024 (DGFT Trade Notice 18/2024-25); consolidated into EPM (PIB, 12 November 2025) | An IES UIN cannot pass EPM subvention (Trade Notice 33/2025-26, draft Handbook of Procedures (HBP) para X.4(f)) |
| Market Access Initiative (MAI) | Folded into EPM (PIB, 12 November 2025) | Fairs and buyer seller meets now go under the MAS guidelines of Trade Notice 19/2025-26 |
| RoDTEP | Separate; continued to 31 December 2026 (Notification 41/2026-27) | Refunds embedded taxes, a different cost. The EPM notices do not list RoDTEP as a bar; the credit declarations bar Production Linked Incentive (PLI) beneficiaries (Trade Notices 20 and 21/2025-26, declaration item 6) |
| Uttar Pradesh (UP) Government Order 811/18-4-2025 dated 6 November 2025 (certification, fairs, samples) | State scheme alongside EPM | Paragraph 8 bars a similar benefit for the same purpose, and TRACE bars the same expenditure under any other scheme (Trade Notice 26/2025-26, Annexure II para 3(d)). See TRACE or the UP marketing subsidy for certification |
| Uttar Pradesh Government Order 830/18-4-2025 dated 6 November 2025 (ECGC premium) | State scheme | Paragraph 7 bars a similar benefit for the same purpose; RELIEF freezes the premium rather than paying it, so check with the Export Promotion Bureau UP before claiming both |
| Uttar Pradesh freight orders | State schemes; see the UP export subsidy schemes hub | Uttar Pradesh is not among the 13 LIFT states in Annexure V of Trade Notice 29/2025-26 |
| Interest subvention and factoring support | Both EPM, both live | Separate annual ceilings; the same invoice cannot be claimed under both (Trade Notice 32/2026-27, Annexure-I Part V) |
| E-commerce credit and Collateral Support | Both EPM credit guarantee interventions | A facility already under another credit guarantee scheme is ineligible (Trade Notice 31/2025-26, Annexure-X para 5) |
Who cannot use EPM
- An IEC that is suspended, cancelled or on the Denied Entity List. The exporter-facing trade notices ask for a valid, active IEC and most also exclude the Denied Entity List, for example Trade Notice 20/2025-26, draft HBP para X.1(a).
- A unit with no Udyam registration. Interest subvention, collateral support, factoring, e-commerce credit, emerging markets support, TRACE and LIFT are for MSMEs only. Under interest subvention, factoring, e-commerce credit, TRACE and LIFT, a unit that outgrows its category stays eligible for three years (for example Trade Notice 22/2025-26).
- Deemed exports and supplies to Special Economic Zones (SEZs). Deemed exports are out of interest subvention (Trade Notice 22/2025-26); deemed exports and SEZ supplies are out of factoring, e-commerce credit, TRACE and LIFT (Trade Notices 25, 31, 26 and 29 of 2025-26).
- Goods off the positive list. Interest subvention, collateral support and factoring support check your exact six digit HS code against their positive lists (Trade Notices 20, 21 and 25 of 2025-26).
- A single exporter filing for MAS, FLOW, INSIGHT or branding. Institutions file those four.
- Costs from before the launch date. Interest subvention credit sanctioned before 2 January 2026, certificates or freight before 20 February 2026 and e-commerce credit sanctioned before 6 March 2026 do not qualify (Trade Notices 22, 26, 29 and 31 of 2025-26).
Where EPM applications commonly fail
| Failure | What you see | What actually broke |
|---|
| UIN generated weeks after disbursal | No subvention on that disbursal | UIN due by disbursal or within 15 days (Trade Notice 13/2026-27, S.N. 2) |
| Old IES UIN given to the bank | No subvention on an eligible loan | IES UINs are not valid under EPM (Trade Notice 33/2025-26) |
| Certificate obtained before the TRACE intent | Nothing to tag the certificate to | Intent comes first (Trade Notice 26/2025-26, Annexure II para 3(b)) |
| Two banks, subvention above Rs 50 lakh | Recovery of the excess | The cap across banks is the exporter’s duty (Trade Notice 33/2025-26, draft HBP para X.4(e)) |
| One invoice claimed under factoring and subvention | Full recovery with interest | One benefit per invoice (Trade Notice 32/2026-27, Annexure-I Part V) |
What EPM will not do
1
It will not pay for the past
Each trade notice intervention starts from a fixed date or a filing. A loan, certificate or freight bill from before the start date stays outside EPM. A late filing loses the benefit too, outside the windows the notices print, such as 15 days after disbursal for an interest subvention UIN (Trade Notice 13/2026-27).
2
It will not promise approval or a payment date
RELIEF claims are paid in order of receipt within Rs 497 crore (Notification 65/2025-26, Annexure para 11), and the emerging markets trust may reject a proposal that meets the norms (Trade Notice 32/2025-26, Annexure IV para 2(b)).
3
It will not reach every exporter directly
MAS, FLOW, INSIGHT and branding support fund institutions. An exporter benefits by joining an approved fair, project or programme, so the right EPC membership matters.
How Rasp International handles EPM files
An EPM file starts with a check, not a form. We read your IEC, Udyam, HS codes, bank and buyer countries against each trade notice and tell you what must be filed before the loan, the certificate or the shipment. When you engage us, we prepare and file the application or claim end to end, always in your unit’s own name. If you prefer to file yourself, we guide you.
We sign a non-disclosure agreement (NDA) and a service level agreement (SLA) with every client. You and we both hold the portal logins, kept safe and confidential, and documents are kept in encrypted storage. We give an authority letter only when you ask for one. We hold no customs broker (CHA) licence; licensed CHA partners across India handle customs clearance. See how we work.
A loan, a certificate or a Gulf shipment coming up
Tell us what is planned and when. We check which EPM filing has to happen first and prepare it in your unit’s name.

- How the Rs 25,060 crore splits between the two arms and the interventions. The Cabinet release prints only the total. Check with the EPM Section of DGFT.
- When the factoring claim screen goes live. Trade Notice 32/2026-27 allows claims from the date the portal is operational but prints no date. Check with the EPM Section of DGFT or your factor.
- The Trust Mark start date, tiers and fees after the two year waiver, and the portal for branding proposals (Trade Notice 12/2026-27). Check with the EPM Section of DGFT.
- Exim Bank’s sanction rules for the export hub and overseas inventory routes of e-commerce credit, which its lender guidelines under Trade Notice 31/2025-26 (para 7(a)) leave to a separate notice. Check with Exim Bank or your bank.
- The collateral support ceiling for FY 2026-27, since the covering note of Trade Notice 21/2025-26 ties the Rs 10 crore to FY 2025-26. Check with CGTMSE or your lending bank.
- Whether the RELIEF Component III ceiling runs per year or once, and whether Components I and III reopen. Check with ECGC.
- The final policy text of interventions issued as draft provisions under FTP para 1.07A. Check with the EPM Section of DGFT.
Frequently asked questions
What is the Export Promotion Mission?
The Export Promotion Mission (EPM) is a central programme for export support, approved by the Union Cabinet on 12 November 2025 with Rs 25,060 crore for FY 2025-26 to FY 2030-31, per the PIB release. DGFT runs it through two arms, Niryat Protsahan for trade finance and Niryat Disha for non-financial help.
What is the difference between Niryat Protsahan and Niryat Disha?
Niryat Protsahan is the money side: interest subvention, credit guarantee cover, factoring support, e-commerce credit and risk sharing for new markets, delivered through banks, Exim Bank, CGTMSE and NCGTC. Niryat Disha is everything else: TRACE certification support, Market Access Support, FLOW warehousing, LIFT freight, INSIGHT training and the branding intervention.
How many schemes are there under the Export Promotion Mission?
DGFT has launched 11 interventions by trade notice, from Market Access Support on 31 December 2025 under Trade Notice 19/2025-26 to the branding intervention on 14 July 2026 under Trade Notice 12/2026-27. RELIEF, notified by Notification 65/2025-26 for Gulf and West Asia shipments, is a twelfth, time limited intervention.
How long does the Export Promotion Mission run?
The Mission covers six financial years, FY 2025-26 to FY 2030-31, according to the Cabinet release of 12 November 2025. Most interventions run as pilots with no separate closing date. RELIEF Component II covers shipments only up to 31 March 2027 under Notification 37/2026-27 dated 30 September 2026.
Who can apply for Export Promotion Mission schemes?
Most exporter-facing interventions need an MSME with an active Importer Exporter Code that is not on the Denied Entity List, plus a valid Udyam registration. Market Access Support, FLOW, INSIGHT and the branding intervention are filed by institutions such as Export Promotion Councils, so an exporter takes part through them.
Where do I apply for EPM benefits?
Interest subvention, collateral support, e-commerce credit, emerging markets support, factoring claims and LIFT go through the DGFT portal at dgft.gov.in. TRACE and Market Access Support run on Trade Connect at trade.gov.in. RELIEF works through your ECGC policy. FLOW and INSIGHT proposals use the forms named in their trade notices, now linked through Trade Connect.
Is RoDTEP part of the Export Promotion Mission?
No. The Cabinet release of 12 November 2025 names the Interest Equalisation Scheme and the Market Access Initiative as examples of schemes EPM consolidates. RoDTEP is a separate scheme that refunds embedded taxes, and DGFT Notification No. 41/2026-27 continues it to 31 December 2026 with rates unchanged.
Can I use my old Interest Equalisation Scheme UIN under EPM?
No. Trade Notice 33/2025-26 says a UIN obtained under the erstwhile Interest Equalisation Scheme cannot pass subvention under EPM. Under Trade Notices 20/2025-26 and 13/2026-27 you need a fresh EPM UIN for each lending bank, each facility type and each financial year, generated on the DGFT portal against a listed tariff line.
Can I claim interest subvention and export factoring support together?
Yes. Trade Notice 32/2026-27 dated 26 October 2026 lets an MSME use both, with a separate annual ceiling for each. The same invoice or receivable cannot be claimed under factoring support and post-shipment subvention, and a duplicate or excess claim is recovered in full with interest and can attract penal action.
Can a UP exporter claim TRACE and the UP certification subsidy for the same certificate?
Not for the same cost. TRACE bars a benefit for the same expenditure under any other central or state scheme (Trade Notice 26/2025-26, Annexure II para 3(d)), and paragraph 8 of Uttar Pradesh Government Order 811/18-4-2025 bars a similar benefit for the same purpose. Choose one scheme for each certificate.
What happens if I miss an EPM deadline?
It depends on the intervention. Under Trade Notice 13/2026-27, interest subvention is lost for a disbursal if the UIN comes more than 15 days after it. Under Trade Notice 26/2025-26, a TRACE Intent-to-Claim with no claim filed within 2 years lapses and bars claims for the next financial year.
Do I need a consultant to apply for EPM schemes?
No. The exporter, the bank, the factor or the organising agency can make every EPM filing through the channel its notice names. A consultant can prepare and file it in your unit’s own name and check the dates. Approval and payment rest with the government agency and the budget.
