The short answer

Under Government Order 837/18-4-2025 dated 10 November 2025, a Micro, Small or Medium Enterprise (MSME) service exporter of Uttar Pradesh (UP) may be able to claim 75 percent of space rent at a fair abroad, up to Rs 2 lakh, and 75 percent of one person’s economy airfare, up to Rs 1 lakh. For an international fair in India, the order’s caps are Rs 50,000 and Rs 25,000. The order allows 120 days after the fair ends to claim online.

The rule that decides everything: paragraph 5(2) of Government Order 837 requires you to inform your district industries office before you take part in the fair, not after it.

Why we wrote this

Government Order 837 says the service sector gives about 45 percent of the gross state domestic product (GSDP) of Uttar Pradesh. The same order records that the earlier marketing support, under Government Order 236/18-4-2022-10 (Budget)/07 dated 13 May 2022, went to manufacturer exporter units. Most writing on UP fair support, including our own guide to Government Order 811/18-4-2025, is about goods.

Government Order 837 also adds a step the goods order lacks: telling the district office before the fair. Rasp International was founded in 2019, is ISO 9001:2015 certified and has served 500+ exporters since 2019.

What Government Order 837 is

Government Order 837/18-4-2025 is a Government of Uttar Pradesh order that pays back 75 percent of fair space rent and one person’s travel for MSME service exporters of the state, run by the Export Promotion Bureau, Uttar Pradesh under the UP Export Promotion Policy 2025-30.

The opening of Government Order 837 names information technology (IT) and IT enabled services (ITES), fintech, tourism, health and wellness, logistics, transport, supply chain services and media and audio visual services. The list ends with “and so on”, so these are examples, not a closed list.

Paragraph 3 of Government Order 837 sets four kinds of support. Items 3.1 and 3.2 pay an exporter that takes part on its own in an international fair or buyer-seller meet, abroad or in India. Items 3.3 and 3.4 pay a body that organises one. Paragraph 4 names space rent only and does not mention stall building. In the claims we file, stall building counts as space rent within the cap, so check with your district industries office.

Compared with Government Order 811, the goods exporter’s fair claim

Government Order 811/18-4-2025 dated 6 November 2025 is the goods exporter’s fair order: category 1 for a fair abroad, category 3 for an international fair in India. Our trade fair subsidy guide for Government Order 811 covers the goods side, and first-time goods exhibitors can follow our trade fair checklist for UP exporters.

Section 8.1.2 of the English text of the UP Export Promotion Policy 2025-30 says Uttar Pradesh is the first state with a marketing support scheme only for the service sector.

Illustrative example: one fair under each order

Illustrative example, round numbers, using the caps in paragraph 4 of Government Order 837 and categories 1 and 3 of Government Order 811.

CaseBills paidGovernment Order 837Government Order 811
A. Fair abroad, own spaceRent Rs 3,00,000, airfare Rs 60,000Rs 2,00,000 rent (cap) plus Rs 45,000 air: Rs 2,45,000Rs 2,25,000 rent plus Rs 45,000 air: Rs 2,70,000
B. Fair abroad, small pavilion spaceRent Rs 80,000, airfare Rs 1,40,000Rs 60,000 rent plus Rs 1,00,000 air (cap): Rs 1,60,000Rs 60,000 rent plus Rs 80,000 air (limited to rent spent): Rs 1,40,000
C. International fair in IndiaRent Rs 1,00,000, train Rs 10,000Rs 50,000 rent (cap) plus Rs 7,500 rail: Rs 57,500Rs 75,000 rent plus Rs 7,500 rail: Rs 82,500

Case B is the surprise: Government Order 837 does not carry the Government Order 811 rule that travel cannot exceed space rent. Every case stays subject to approval and budget under paragraph 7 of Government Order 837.

What most people get wrong about Government Order 837

“Fair subsidy is only for goods.” The subject line of Government Order 837 reads, in English, financial assistance for marketing development at international level to the state’s exporters in the service sector.

“We will tell the district when we file.” Paragraph 5(2) of Government Order 837 says the unit must inform its district industries office before it takes part in the fair. Filing under paragraph 5(1) is a separate step after the fair.

Where the policy text and the order differ. Section 8.1.2 of the English policy text speaks of exporters registered with the Bureau in 12 Champion Service Sectors, and of airfare only for fairs in India. Government Order 837 asks for both registrations, sets no sector limit and pays bus, rail or air travel in India. The English text says the Hindi version prevails. Go by Government Order 837 and ask the Bureau in writing about any gap.

A mismatch inside the order. Paragraph 2 of Government Order 837 also covers bodies approved by the state level committee, but rows 3 and 4 of paragraph 4 pay only export promotion councils to organise. Row 3 sets a one month lead time for a fair abroad. Row 4 sets none.

Who qualifies and who does not

Under paragraphs 1, 4, 5(2) and 8 of Government Order 837, a unit qualifies when:

  • It is an MSME of Uttar Pradesh that exports services. Keep your Udyam registration current.
  • It held both registrations at the time of the work. Our guide to Export Promotion Bureau and UPEPC registration explains both.
  • It told its district industries office about the fair before taking part.
  • It took part on its own and paid the space rent and travel itself.
  • It has not taken a similar benefit for the same purpose under another scheme.
  • A service company that is not an MSME, or a unit outside Uttar Pradesh.
  • A unit registered after the fair. Our post on registering before you spend shows why the date matters.
  • A second traveller from the same unit.
  • A virtual fair or online buyer-seller meet.
  • A cost already supported by a central scheme for the same purpose.

Edge cases, with the paragraph that decides them

Your firm exports both goods and services. In the claims we file, a firm that exports both goods and services claims under Government Order 811/18-4-2025. Paragraph 8 of each order bars a similar benefit for the same purpose, so one fair is claimed once.

Your fair falls between 1 April and your Bureau renewal. The Bureau’s registration instructions say a registration lasts to 31 March and must be renewed by 30 June to stay eligible for its schemes, while Government Order 837 asks for registration at the time of the work. Renew in early April, or check with the Export Promotion Bureau before you claim.

You pay a delegate fee, not space rent. Paragraph 4 of Government Order 837 does not say whether a buyer-seller meet’s participation fee counts as space rent. Check with the Export Promotion Bureau before relying on a travel only claim.

Step by step: before, during and after the fair

As we count it, the day after the fair ends is day 1 of the 120 days in paragraph 5(1) of Government Order 837, so a fair ending on 20 November 2026 has a last date of 20 March 2027. The UP export subsidy deadline calculator has no Government Order 837 option yet; its Government Order 811 fair option counts the same way.

  1. Check your status. Confirm MSME status and both registrations before you book.
  2. Ask about the fair. Ask the Bureau in writing whether your fair counts and keep the reply.
  3. Tell the district office before the fair. Paragraph 5(2) requires the note before you take part. The order sets no format for it.
  4. Book in the unit’s name. Pay the space rent and one economy fare from the unit’s bank account.
  5. Collect proof at the fair. Keep participation proof, dated photographs of your space and boarding passes.
  6. File online in time. Paragraph 5(1) allows 120 days from the day the fair ends.
  7. Watch the portal. Use the 15 days in paragraph 5(4) to correct mistakes and the 15 days in paragraph 5(5) to answer a query.

The lapse rule: paragraph 5(1) of Government Order 837 sets a maximum of 120 days, with no appeal route in the order. There is no fast track, only the payment priority in paragraph 9 for state sponsored fairs.

Five groups this order affects

The first four are named in the opening of Government Order 837.

IT, ITES and fintech firms. Paragraph 4 pays space rent, so keep the space bill separate from any sponsorship or speaking package.

Tourism, health and wellness businesses. Travel fairs often run as buyer-seller meets with a delegate fee, which raises the space rent question.

Logistics, transport and supply chain firms. In the claims we file, a firm that also exports goods claims under Government Order 811.

Media and audio visual firms. Content markets that charge per delegate raise the same space rent question.

Export promotion councils. Rows 3 and 4 of paragraph 4 of Government Order 837 pay an organising council 75 percent of the cost, up to Rs 1 crore abroad or Rs 75 lakh in India, when at least 20 UP service exporter units take part. Councils and associations can also invite our export help desk to their fair.

Cautionary tale (illustrative composite, not a client): a Noida software firm registers with the Bureau and UPEPC in April and books a stand at a technology fair in Dubai. The founder flies economy and files on time, every bill in order. Nobody wrote to the district industries office before the fair, because the goods order has no such step. Paragraph 5(2) of Government Order 837 makes that step part of the procedure, and nothing in the order allows it afterwards. The point of no return was the fair’s opening day.

How Rasp International helps

Rasp International has filed trade fair claims for service exporters under Government Order 837, on the client’s behalf and in the client unit’s name. In Rasp International’s experience, the Export Promotion Bureau UP has been helpful and responsive. For a Government Order 837 claim we check both registrations before you book, write to the Bureau about the fair, prepare the note to your district office and file online.

We sign a non-disclosure agreement and a service level agreement with every client. You and our team both hold the portal logins, kept safe and confidential.

Honest limits

  • Government Order 837 pays only space rent and one person’s travel. Paragraph 4 has no head for hotels, visas or a second traveller, and no separate head for stall building, which we count as space rent within the cap.
  • Government Order 837 does not promise payment. Paragraph 7 ties approval to first come, first served and payment to the year’s budget, with no payment date.
  • Government Order 837 does not cover virtual fairs, websites, samples or certification.

Frequently asked questions

Can a service exporter in UP get a trade fair subsidy?

Yes. Government Order 837/18-4-2025 dated 10 November 2025 covers MSME service sector exporter units of Uttar Pradesh. Government Order 837 pays 75 percent of space rent and one person’s travel for fairs and buyer-seller meets abroad and in India, subject to caps and budget.

How much does Government Order 837 pay for a trade fair?

Paragraph 4 of Government Order 837 pays 75 percent of space rent up to Rs 2 lakh and 75 percent of one person’s economy airfare up to Rs 1 lakh for a fair abroad. For an international fair in India, paragraph 4 caps rent at Rs 50,000 and travel at Rs 25,000.

Do I have to tell the district office before the fair?

Yes. Paragraph 5(2) of Government Order 837 says the unit must inform its district industries office before it takes part in the fair. The order sets no format or number of days for the note, so send it well before the fair and ask the office what it needs.

Which services count under Government Order 837?

Paragraph 1 covers every MSME service sector exporter unit of Uttar Pradesh. The order’s opening names IT and ITES, fintech, tourism, health and wellness, logistics, transport, supply chain and media services as examples. If your service is not named, ask the Export Promotion Bureau in writing.

Do I need Export Promotion Bureau and UPEPC registration?

Yes. Paragraph 1 of Government Order 837 requires registration with both the Export Promotion Bureau, Uttar Pradesh and the UP Export Promotion Council at the time of the work. Register and renew before you book, because a registration made after the fair does not cover that fair.

Do I need Services Export Promotion Council membership to claim?

Government Order 837 does not ask for it. Paragraph 1 names only the Bureau and UPEPC registrations. The Services Export Promotion Council appears in paragraph 6 as a member of the Authorised Committee that approves claims. Council membership may still matter for central schemes.

What is the last date to file a Government Order 837 claim?

Paragraph 5(1) of Government Order 837 allows a maximum of 120 days from the date the fair ends. As we count it, a fair ending on 20 November 2026 has a last date of 20 March 2027. File early, because the order gives no appeal route.

Can two people from my firm claim airfare for the same fair?

No. Paragraph 4 of Government Order 837 pays travel for one person only: the owner, a partner, a director or an authorised representative. If two people travel, only one economy fare can be claimed, within the paragraph 4 cap of Rs 1 lakh or Rs 25,000.

Is there a yearly limit under Government Order 837?

Government Order 837 prints no yearly total for one unit and does not say whether its caps apply per fair or per year. Government Order 811 caps a goods exporter at Rs 25 lakh a year. Ask the Export Promotion Bureau before planning several fairs.

Which order applies if my firm exports both goods and services?

In the claims we file, a firm that exports both goods and services claims under Government Order 811/18-4-2025, the goods exporter’s order. Paragraph 8 of each order bars a similar benefit for the same purpose, so one fair is claimed once, under one order and never under both.

What happens if my claim is incomplete or has a mistake?

Paragraph 5(4) of Government Order 837 lets you correct mistakes yourself for 15 days after filing. Under paragraph 5(5), an incomplete claim must be completed within 15 days or it is cancelled automatically. If false facts are found, paragraph 10 recovers the whole amount and blacklists the unit.

When will the money reach my bank account?

Government Order 837 gives no date. Under paragraph 7 the Authorised Committee approves claims first come, first served. Payment goes by Direct Benefit Transfer within the year’s budget. Units in state sponsored fairs held through the Bureau or UPEPC get priority under paragraph 9.

Do I need a consultant to file a Government Order 837 claim?

No. Any eligible unit can file the claim online itself. A consultant helps when you want someone to check registrations before booking, send the note to the district office on time, match the bills to the caps and answer district queries before the deadline.
