The short answer: claiming UP export subsidies in Firozabad
An MSME exporter in Firozabad can claim state reimbursements for exhibiting at foreign trade fairs, dispatching fragile free trade samples, sending goods via air freight, moving containers by road to gateway ports, paying ECGC insurance premiums and demonstrating year on year export growth. Every claim is filed online through the Export Promotion Bureau portal, reviewed by the District Industries Centre in Firozabad and paid directly into the company bank account.
The rule that decides everything: Every UP export subsidy order has a strict filing window ranging from 45 to 180 days after the expense is incurred. A claim filed one day late is automatically rejected.

Why we are writing this guide for Firozabad exporters
The generic UP Export Promotion Policy lists seven different orders that look identical but have different rules. A glassware manufacturer in Firozabad needs to know how Government Order 828 treats a container moved entirely by road to Nhava Sheva, because Firozabad lacks a major operational ICD. Sending fragile glass samples via air freight also triggers specific documentation needs. This page maps the state rules directly to the realities of Firozabad’s glass clusters.
What the UP export subsidies actually are
The UP export subsidy schemes are a set of financial reimbursements that repay a percentage of an MSME exporter’s operating costs, administered by the Export Promotion Bureau UP under the UP Export Promotion Policy 2025-30. They exist to make Uttar Pradesh products more competitive globally. The schemes sit below central government schemes like RoDTEP and Duty Drawback, acting as a secondary layer of state level support handled entirely through a local portal.
Who needs it, and who does not
You are eligible if:
- You operate a manufacturing or merchant export business physically located in Firozabad.
- You hold an active MSME Udyam registration certificate showing a UP address.
- You possess a valid Importer Exporter Code (IEC).
- You hold active registrations with the Export Promotion Bureau UP and the UP Export Promotion Council.
- You have paid the relevant expense (like fair rent or freight) from the company bank account.
The exclusions
Large enterprises are excluded. If your plant and machinery investment or annual turnover puts you outside the MSME definition under the Micro, Small and Medium Enterprises Development Act 2006, you cannot claim these subsidies. Furthermore, you cannot claim a UP state subsidy if you have already received a central government grant for the exact same expense. For example, if you claimed central MDA for a trade fair stall, you cannot claim UP MDA for the same stall.
Documents that actually get this through
Firozabad claims fail mostly on mismatched paperwork. The Export Promotion Bureau compares every document.
| Document | What The Authority Checks | The Mismatch That Causes Rejection |
|---|
| Bank Realisation Certificate (e-BRC) | Confirms the foreign exchange actually arrived in India for the shipped goods. | The e-BRC value does not match the Shipping Bill FOB value due to bank charges, and no explanation letter is attached. |
| Udyam Registration | Verifies MSME status and the factory address in Firozabad. | The Udyam address is an old office location that does not match the current factory address on the GST certificate. |
| Bank Statement | Proves the expense (like freight or fair rent) was paid directly by the unit. | The payment was made from a director’s personal account instead of the current account of the export firm. |
| Road Transporter Invoice | Checks the exact road freight amount paid for Government Order 828 to the gateway port. | The invoice lacks a clear link between the Firozabad loading point and the gateway port destination, or lumps it with other logistical fees. |
How to claim the UP export subsidy, stage by stage
Stage 1. Before you apply
You must hold a valid registration with the Export Promotion Bureau UP and the UP Export Promotion Council. These registrations take time. Do not wait until you return from a trade fair in Europe to apply for them, because your 120 day claim window will tick down while you wait for your registration numbers.
To find the last date for any fair, shipment or quarter, use our free UP export subsidy deadline calculator, which counts the day after the event as day 1.
Stage 2. Filing
The application is filed online on the Export Promotion Bureau UP portal. You select the specific Government Order (for example, Government Order 828 for freight) and fill the online form. You must upload clear scans of your IEC, Udyam, RCMC, GST certificate, bank statement, the specific invoice and the Shipping Bill. Ensure the firm name on the portal matches the firm name on your bank account character for character.
Stage 3. After filing
For most schemes, the claim is reviewed first by the Deputy Commissioner Industry at the Firozabad DIC within 21 days. If the file is clear, it is forwarded to the Bureau in Lucknow. If there is a defect, a query is raised online. You have exactly 15 days to answer a query and upload the missing documents.
The lapse penalty
A claim filed after the deadline defined in the Government Order is dead. A query left unanswered after 15 days results in automatic cancellation. The orders do not provide a mechanism to revive a time barred claim.
The fast track
The UP orders do not define a fast track or an AEO exemption. Every claim waits its turn for the Authorised Committee, and payment depends entirely on the state budget available in that financial year.

Where this goes wrong for Firozabad exporters
Firozabad has specific logistics patterns that complicate claims. Here is what fails most often.
| Failure | What You See | What Actually Broke |
|---|
| LCL freight rejection | Freight subsidy claim denied. | A small exporter sent a Less than Container Load (LCL) shipment via road straight to a gateway port, bypassing the mandatory ICD route required by Government Order 828 for LCL. |
| Sample dispatch outside Government Order 811 | Rejection of courier expense claim. | The glassware unit sent a fragile sample via DHL but did not generate a zero value Shipping Bill or a proper commercial invoice marked “Free Trade Sample.” |
| Unregistered trade fair | Space rent claim denied by the Authorised Committee. | The exporter attended a private exhibition that was not recognised or approved under the scheme rules. |
| Performance incentive calculation error | Claim returned for CA certificate revision. | The Chartered Accountant included deemed exports or third party exports in the FOB growth calculation for Government Order 836, which is strictly prohibited. |
The edge case: LCL shipments and road freight
Government Order 828 caps freight subsidies at Rs 20,000 for a 20 foot container and Rs 40,000 for a 40 foot container. Because Firozabad exporters often ship via road to gateway ports rather than relying on a local ICD, full container loads (FCL) are straightforward to claim if the road transporter invoice clearly links the Firozabad factory to the port. However, if a Firozabad exporter sends a Less than Container Load (LCL) shipment by road, the claim will fail. The order only allows LCL claims for “small exporters” if the cargo is routed through an inland container depot or container freight station.
What the UP export subsidy will not do
There are limits to what state assistance provides. Understanding these saves time and prevents cash flow shocks.
- It will not pay you in advance. Every scheme is a reimbursement. You must pay the airline, the fair organiser or the shipping line in full, from your own funds, before you can file a claim.
- It will not cover central GST or state GST. Subsidy caps and percentages are calculated on the net expense. The tax component of any invoice is ignored.
- It will not guarantee a payment date. Approval means your file is cleared, but the actual transfer depends on the budget allocated to the Export Promotion Bureau UP for that quarter.
Frequently asked questions
What are the UP export subsidies?
They are seven state orders under the UP Export Promotion Policy 2025-30 that reimburse part of an MSME exporter’s costs for fairs, websites, samples, certification, freight, air freight, credit insurance, postage and e-commerce. One of them rewards export growth.
How do I claim a UP export subsidy?
Register with the Export Promotion Bureau UP and the UP Export Promotion Council, spend the money through the unit’s bank account and file the claim online within the window of that order with the documents the portal asks for. The Authorised Committee decides.
What is the deadline for UP export claims?
It differs by order. Postage is 45 days after the quarter, ECGC premium is 90 days after the quarter, fairs and samples are 120 days, freight and air freight are 180 days from shipment, e-commerce is 90 days after one year and the growth incentive is 30 November.
Do I need Udyam registration for UP subsidies?
The orders are written for MSME units as defined under the Micro, Small and Medium Enterprises Development Act 2006. The Udyam registration is the usual proof of MSME status, and the affidavit for Government Order 836 asks for the category. Keep it active and matching your IEC.
Can I claim both central MDA and UP MDA?
Not for the same purpose. Each order bars a full or partial benefit of a similar nature from any central or state scheme for the same purpose. A fair ticket paid for under a central scheme cannot be claimed again under the UP order.
What is the UP export performance incentive?
It is Government Order 836, which pays 1% of the growth in FOB export value over the previous financial year, up to Rs 20 lakh per unit per year. The unit needs three years of exports with no zero year and files by 30 November of the next financial year.
How much can I claim for a foreign trade fair?
Under Government Order 811 the order pays 75% of space rent up to Rs 3.25 lakh and 75% of economy air travel up to Rs 1.25 lakh for one person. The travel assistance cannot exceed the exporter’s own space rent spending.
What happens if I miss the filing deadline?
The claim is outside the order. Government Order 828, 829 and 838 say in terms that late claims are not accepted or not considered, and none of the seven describes a way to revive one. A late reply to a query leads to automatic cancellation. Diarise each window when you spend the money.
