UP exporters: the 1% export growth incentive and the 30 November deadline
Government Order No. 836/18-4-2025 dated 10 November 2025 gives eligible Uttar Pradesh MSME exporters an incentive of 1% of their year on year growth in Free on Board (FOB) export value, up to Rs 20 lakh per unit per financial year. The claim must be filed online with the Export Promotion Bureau UP by 30 November of the next financial year, subject to approval and budget.
The rule that decides everything: the FOB value must not be zero in any of the last three years, and the claim is filed by 30 November or it is out of time.

Why we are writing about the 30 November deadline
There are 57 days between 4 October 2026 and 30 November 2026. If your claim is for financial year 2025-26, that is the window, once the Export Promotion Bureau UP confirms that year is covered (see the disclosure below).

What the UP Export Performance Incentive is
The UP Export Performance Incentive is a state financial incentive that rewards MSME exporting units for growing their export value, administered by the Export Promotion Bureau UP under the UP Export Promotion Policy 2025-30. Applications are filed on the portal of the Export Promotion Bureau UP and decided by an Authorised Committee.
It sits next to the freight, fair, insurance and postage orders of the same policy. Those orders pay back a particular expense. This one pays on growth in FOB value. What the incentive pays, with worked examples
The incentive is a recurring annual benefit, not a one time grant. Each financial year you can claim once, on that year’s growth over the year before. The Rs 20 lakh cap applies per unit per financial year.
Worked examples: 1% of FOB growth at 15 levels of growth

How this incentive compares with the other UP export orders
Exporters often mix up Government Order 836 with the other orders in the UP Export Promotion Policy 2025-30. Each pays on a different trigger and has its own claim window. Amounts below are summarised from each order. Check the original order before you file.

Where the order and the form leave a gap
Not yet confirmed: whether exports of financial year 2025-26 can be claimed in the claim window that closes on 30 November 2026. Government Order 836 took effect on 10 November 2025, which is part way through that financial year. The order text does not say whether the first claim year is 2025-26 or 2026-27.
A second gap sits in the affidavit format that comes with the order. It asks for the financial year of the claim and also for a quarter, while the order text sets one annual claim by 30 November. Check how the portal screen treats this.
Verify both points with the Export Promotion Bureau UP in writing before you spend money on certificates. Keep the reply and a screenshot of the claim year options on the portal as your evidence.
Who qualifies for the UP Export Performance Incentive
Who qualifies
A unit qualifies under Government Order No. 836/18-4-2025 when it meets all of these conditions:
- It is an MSME as defined under the Micro, Small and Medium Enterprises Development Act 2006 and is located in Uttar Pradesh.
- It is registered with the Export Promotion Bureau UP and the UP Export Promotion Council when the export work is done.
- It has been exporting for the last three years, with a FOB value above zero in each of those years.
- It is a manufacturer exporter or a merchant exporter. The order makes both eligible.
Who is NOT eligible
- A unit that has taken a full or partial benefit of a similar nature under any central or state scheme for the same purpose (clause 7).
- A unit with a zero FOB year in the last three years.
- A unit outside the MSME definition, because the order is written for MSME units.
- A unit that gives wrong or hidden facts. The whole amount is then recovered like arrears of land revenue and the unit is declared ineligible for future government financial assistance (clause 8).
Edge cases under Government Order 836
A zero year inside the three years. Consider a unit that exported Rs 1 crore two years ago, nothing last year and Rs 5 crore this year. Clause 3(3) of the order says the FOB value must not be zero in any of the last three years, so this unit fails the test despite its recent growth.
A unit that is both manufacturer and merchant. Annexure I has three boxes for exporter type: manufacturer, merchant and both. Tick the box that matches the Udyam certificate and the affidavit so that the three documents agree.
A claim that is complete but late. Clause 4(2) fixes 30 November of the next financial year. The order gives no extension for a claim filed after that date.

How to claim, stage by stage
- Stage 1: Before you apply. Check that the Udyam registration, Importer Exporter Code (IEC), Export Promotion Bureau UP registration and UP Export Promotion Council registration are active with the same name and address. Ask your Chartered Accountant (CA) to prepare Annexure II on the CA’s official letterhead. Prepare the affidavit on Rs 10 stamp paper.
- Stage 2: Filing. File online on the portal of the Export Promotion Bureau UP. Fill Annexure I (unit details, registration numbers, exporter type, Certificate of Origin box) and the export turnover details (products, previous year FOB, claim year FOB). Attach the CA certificate, the affidavit and the Certificate of Origin.
- Stage 3: After filing. You can correct mistakes in your application for 15 days from the date of application. The claim then shows on the Bureau portal. Within 30 days the Bureau puts complete claims on the committee agenda and sends incomplete claims back online. The Authorised Committee is headed by the Export Commissioner. Approved claims are paid first come first served, within the budget.
- The lapse penalty. The deadline is 30 November of the next financial year. A reply to a query must reach the portal within 15 days or the claim is treated as cancelled on its own. The order describes no way to revive a claim in either case.
- The fast track. The order offers none. Claims are taken in the order they come in.

These are illustrative examples with round numbers and no named client. The incentive in each is 1% of the growth, limited to Rs 20 lakh.
- Engineering. A machinery parts exporter grows from Rs 8 crore to Rs 9 crore. Incentive: Rs 1 lakh. Document: Annexure II from the CA. Pitfall: the IEC address does not match the factory address in Annexure I.
- Textiles. A garment unit grows from Rs 10 crore to Rs 15 crore. Incentive: Rs 5 lakh. Document: shipping bills that support the FOB total. Pitfall: the FOB total on the CA certificate does not match the shipping bills.
- Handicrafts. A brassware exporter grows from Rs 2 crore to Rs 4 crore. Incentive: Rs 2 lakh. Document: Certificate of Origin from Uttar Pradesh. Pitfall: the Certificate of Origin box in Annexure I is ticked Yes but no copy is attached.
- Food and Agriculture. A processed food exporter grows from Rs 50 crore to Rs 80 crore. Calculated incentive: Rs 30 lakh. Payable: Rs 20 lakh because of the cap. Document: Annexure II. Pitfall: planning cash flow on the uncapped figure.
- Marine and Seafood. A shrimp exporter grows from Rs 20 crore to Rs 25 crore. Incentive: Rs 5 lakh. Document: affidavit on Rs 10 stamp paper. Pitfall: missing the 15 day reply window when a query arrives in a busy season.
- The cautionary tale (an illustrative composite, not a named client). An exporter prepares every document and files before 30 November. A query arrives and the reply is uploaded on day 16. The order treats the claim as cancelled on its own after the 15 day limit. The point of no return was day 15 and the whole claim was lost.
Our 7 step methodology for Government Order 836 claims
- We check your last three years of FOB values. This confirms that no year is zero before any money is spent.
- We match the Udyam, IEC, Bureau and Council details. Address and name mismatches are the commonest cause of a query.
- We brief your CA on Annexure II. The certificate has to follow the order’s format.
- We prepare the affidavit text for the Rs 10 stamp paper. It has to match your Udyam category and exporter type.
- We fill Annexure I and the export turnover details. The figures must agree with the CA certificate.
- We file the claim well before 30 November. A late claim cannot be repaired.
- We track the portal for queries and reply inside the 15 day limit. A late reply cancels the claim.
The two steps that protect the claim most are step 6 (filing early) and step 7 (answering queries on time).

Frequently asked questions
What is the last date to claim the UP export performance incentive?
The claim for a financial year must be filed online by 30 November of the next financial year under Government Order No. 836/18-4-2025. A claim for financial year 2025-26 would fall due on 30 November 2026, once the Bureau confirms that year is covered.
How is the UP 1 percent export incentive calculated?
The incentive is 1% of the difference between the FOB value of the claim year and the FOB value of the previous financial year. The Chartered Accountant shows this in Annexure II. The result is limited to Rs 20 lakh per unit per year.
Who is eligible for UP Government Order 836?
MSME units in Uttar Pradesh that are registered with the Export Promotion Bureau UP and the UP Export Promotion Council, have exported for the last three years and had no zero FOB year in that period. Manufacturer and merchant exporters are both eligible.
What is the maximum amount under the UP export growth incentive?
The maximum is Rs 20 lakh per exporting unit per financial year. Annexure II of the order states this cap in the incentive computation. Growth above Rs 20 crore in a year therefore does not raise the payment any further.
Do I need a CA certificate for the UP export incentive?
Yes. Annexure II of the order is a Chartered Accountant certificate on the CA’s official letterhead. It shows previous year FOB, claim year FOB, growth, 1% of growth and the eligible incentive. It is filed with the application together with the affidavit and the other documents.
What happens if I miss the 30 November deadline?
The order requires the claim to be filed by 30 November of the next financial year and describes no extension. A claim filed after that date is outside the order. Check with the Export Promotion Bureau UP in writing if you think you have a special case.
What happens if I have a zero export year?
The unit is not eligible. Clause 3 of the order requires that the FOB value is not zero in any of the last three years. Strong growth in the claim year does not cure an earlier zero year, so check all three years before you pay for any certificate.
Can merchant exporters claim the UP export growth incentive?
Yes. Government Order 836 states that both merchant and manufacturing exporters are eligible, provided they are MSME units in Uttar Pradesh and meet the other conditions. Annexure I asks you to tick manufacturer, merchant or both, so tick the box that matches your Udyam certificate.
How does the incentive money reach my bank account?
Approved claims are paid by Direct Benefit Transfer straight into the unit’s bank account. Payment follows approval by the Authorised Committee. Claims are taken first come first served and paid only within the budget available for the financial year. Approval does not mean instant payment.
Is the UP export incentive taxable?
The order does not say how the incentive is treated for income tax or GST. Ask your Chartered Accountant before you book it as income. Rasp International does not give tax advice on how to record the receipt, so please take written advice from your own CA.
What if my claim is sent back or rejected?
An incomplete claim is sent back online with the gaps marked, and you have up to 15 days to upload the right documents. The order text describes no separate appeal. Clause 9 gives the committee the power to interpret the order.
Can I correct a mistake after I submit the claim?
Yes, for 15 days from the date of application you can correct mistakes in the application yourself. After that period the claim becomes visible on the Bureau portal and changes happen only if the Bureau sends the claim back, in which case you must reply within 15 days.
How long should I keep the claim records?
The order does not state a retention period. Keep the application, the Chartered Accountant certificate, the affidavit, shipping bills and the portal acknowledgement for as long as your auditor advises, because clause 8 allows recovery if facts are found wrong.
Can I claim this together with another scheme?
Not for the same purpose. Clause 7 allows the incentive only if the unit has not taken a full or partial benefit of a similar nature under any central or state scheme for the same purpose. Different schemes that pay for different things are a separate question.
Do I need a consultant to file the UP export incentive claim?
No. The exporter can file on the Bureau portal. A consultant such as Rasp International can check your three year history, brief your Chartered Accountant on Annexure II, file the claim and track queries, but approval stays with the committee.
